The purpose of this article is to study emerging reasons, unfolding progress, and how to manage of the Child-Care Centers established in the busy farming season in a period of Japanese power in Korea. Findings results are as follows. Establishment of child-care centers in the busy farming season was a part of the policy for women: that is to say, those centers were established for thorough exploitation of the labor force of women rather than Child-Care policy and the intensity of such establishment in the war structure of 1940s came to be stronger.It is also found out that children in those days as the object of `care' or `protection' were cared in inferior conditions by the child-care center without treasury support; and child-care centers in those days were thoroughly utilized as a place of `colonial education' in the light of that the child-care center controlled by Japanese government infused a spirit of `becoming a Japanese' into the mind of those children cared by the center.Implications from this study is the state's viewpoint which mother-child is considered as human power. This is important point because child-care policy being based on ideology of motherhood in now Korea is to convert of the paradigm of mother-child.
