Using the data from Chuncheon City employees, this research examines the extent to which organizational justice (procedural justice and distributive justice) influences organizational effectiveness. In addition, this research examines whether job characteristics (administrative work and constructive work) and participatory organizational culture moderate the relationship between organizational justice and effectiveness. The findings are that the positive organizational justice-effectiveness relationship was stronger if moderated by the public employees with administrative work than those who with constructive work. Additionally, the participatory organizational culture moderates positively the organizational justice-effectiveness relationship. This result implies that both job characteristics and organizational culture are consequent factors for higher positive relationship between organizational justice and effectiveness.
