In this paper, the current laws, regulations and their practices of the issues on the planning autonomy of the local governments were comparatively analyzed and evaluated between the Federal Republic of Germany and the Republic of Korea.Both the central and local government establish and operate administrative plans about their affairs in their own area. A local government shall be a juristic person. Local governments shall perform autonomous affairs of their jurisdiction and the affairs entrusted under statutes. The planning autonomy of the local governments in their own area is the essential element of the autonomous power of every local governments both in the Federal Republic of Germany and the Republic of Korea.The central government has to establish the comprehensive national land plan: A comprehensive plan indicating a long-term direction for development of the national land, covering the entire area of the national land. In the basis of this comprehensive plan, the central government establish special plans of high ways, rail roads, rivers, harbors, airports etc. The state governments has to establish the comprehensive plan indicating a long-term direction for development of the jurisdictional area of a state or a special self-governing province, covering the entire area of the relevant region. The municipal governments has to establish the plans for their own region. The State and local governments shall create such conditions of national land as to make all nationals capable of enjoying a stable and convenient life, by ensuring that each area can be developed with its originality in pursuance of its peculiarity and equip itself with the self-reliant competitiveness.But the plans of the central local and municipal governments are found to be contradictory to one another or not to be in conformity with the plans in many cases. The key point of this paper is to find out the legal principles for the harmonization between the central, state and municipal plans.
