빈곤은 사회복지의 제일차적 대상이고 빈곤을 벗어나기 위해서는 빈곤층 자녀의 올바른 성장이 가장 중요한 통로이다. 그러나 현실적으로 빈곤이 세습되고 있고 더 큰 문제로 빈곤지역 청소년의 비행 등 사회문제가 심각해지고 있다. 청소년의 비행을 예방하고 줄이기 위해 비행원인이나 선행요인을 밝히는 것이 필요하고 비행의 요인은 여러 차원이 있지만 발달과업과 관련하여 정신건강이 중요하다. 본 연구는 그 가운데서 우울요인을 가장 중요하게 인식하여 비행과 우울과의 관련성을 밝히고자 하였다. 본 연구는 노원구의 영구임대주택단지를 중심으로 한 2개의 빈곤지역 과 국민기초생활보장법상의 수급권자가 다수 거주하는 1개 빈곤지역 등 3개지역의 중학생과 고등학생 청소년들을 대상으로 일대일 면접방식으로 조사하였다. 조사결과를 보면 다음과 같다. 첫째, 5가지 하위 요인의 연구결과를 보면 먼저 지위비행에서는 소주방·호프집 출입, 컨닝, 무단결석에서, 불량써클가입 가운데 컨닝의 비율이 37.6%로 가장 많았고, 약물비행은 술마시기, 담배피우기, 본드나 가스 흡입, 환각약품 먹기 가운데 술마시기의 비율이 30.7%로 가장 많았다. 성비행은 아는 사람과 성관계, 사창가에서 성관계, 강제적으로 성관계 가운데 아는 사람과 성관계의 비율이 3.0%로 가장 많았고, 재산비행은 가게에서 물건 슬쩍 훔치기, 오토바이 훔치기, 가게에서 작정하고 훔치기, 빈집에서 훔치기, 자동차에서 훔치기 가운데 가게에서 물건 훔치기의 비율이 14.5%로 가장 많았으며, 폭력비행은 남의 차 훼손하기, 패싸움하기, 또래 갈취하기, 술 취한 어른 갈취하기, 어른에게 흉기위협으로 갈취 가운데 패싸움하기의 비율이 6.7%로 가장 많았다. 이 결과 성별에서는 소주방·호프집 출입, 컨닝과 술마시기에서 여학생의 비율이 높게 나타났고, 학교별에서는 소주방·호프집 출입, 컨닝, 술마시기, 담배피우기에서 고등학생이 중학생보다 높은 비율을 나타냈다. 둘째, 우울증 여부의 연구결과를 보면 우울증이 20.3%, 비우울증이 79.7%로 나타나서 5명 중 1명이 우울증을 가지고 있는 것으로 나타났다. 우울에 대한 성별·학년별 경험정도를 보면, 비행과 같이 남학생보다 여학생이, 중학생보다 고등학생이 우울을 많이 경험한 것으로 나타났다. 셋째, 우울이 비행에 미치는 영향을 보면 성비행을 제외한 지위비행, 약물비행, 재산비행, 폭력비행에서 유의미한 결과가 나왔으며 비행전체의 결과에서도 유의미한 결과를 보여 우울이 비행에 영향을 미치는 것으로 나타났다. 이러한 결과를 토대로 다음과 같은 제언을 제시하였다. 첫째, 실제적으로 비행을 예방하거나 줄이기 위해 우울을 감소시키는 프로그램의 개발과 시행이 필요하다. 이를 위해서는 전문 프로그램을 가지고 있는 복지관과 학교가 협력적으로 운영할 필요가 있다. 둘째, 비행자체에 대한 개입이 필요하다. 경비행에 속하는 음주 및 흡연, 컨닝과 무단결석은 비행이라는 인식이 낮기 때문에 상대적으로 발생율이 높다. 따라서 중비행에 대한 관심뿐만 아니라 경비행에 대한 관심과 개입도 절실히 필요하다. 셋째, 빈곤은 계속해서 세습되는 경향이 있기 때문에 이에 대한 다각적인 연구와 해결노력이 필요하다.

The total cost of caring for the elderly stands at 11.1%, with nine productive persons (ages 15-63) supporting one elderly person. Such increase in the number of the elderly in need of long-term care in an aged society is an issue common to many countries around the world. Part of this larger issue are concerns such as medical care and social care for the elderly in need of long term care, provision of care services for sustaining daily life activities and ensuring a certain level of comfort, and securing the finances for health care costs, as well as encouraging support and protection by family members. Thus, this study explores policy options for the specialization and systemization of elder care professionals, and discusses the theoretical considerations for care welfare policies in other countries, in an effort to gather some helpful perspectives for our society. Furthermore, this study considers the institutional aspects of and the degree of professionalism in educating and training care professionals currently working in Korea (i.e. home caretakers, caretakers for the ill, nursing assistants, care welfare professionals, and life activity supporters). In doing so, the author of this study, along with a survey of the relevant literature, performed field studies at welfare centers, daycare centers and short-term care facilities for the elderly in the Seoul area, and studies of welfare professionals in convalescent and care facilities, as well as studies of the demands of elderly persons who are clients of such facilities. This study has shown that Korea is in need systemically developing a pool of elder care welfare service professionals, like the main OECD countries. Such policy can be legislated by brining social welfare professionals and care welfare professionals together under Article 5 of the Social Welfare Work Law, or by enacting a new Care Welfare Professionals Law. On the other hand, to enhance the professionalism of care welfare workers and to improve the medical care for the elderly, the two-year specialized college course (leading to a care welfare professional level-1 qualification) should consist of a first year of medicine, nursing, and public health administration, leading first to qualification as a nursing assistant, and a second year of theoretical and practical training in social welfare and care theories and techniques. Such proposed curriculum would develop new care welfare workers that are competent professionals in both health and welfare care, by integrating training in the important areas of public health and welfare. In addition, the government should institute a care insurance to help the poor elderly and to ease the financial burden on the families of the elderly receiving care. Such care insurance will allow all elderly persons to freely access care services. A privatized insurance system can be developed at the same time to give those elderly persons with more financial resources a wider choice of care. Lastly, this study proposes ways to improve the administration and delivery of care services, so that they can be better and more readily accessed from home. This study is the first Ph.D. thesis on these topics in Korea, and should be made available to other scholars to contribute to better policy making in developing care professionals and improving the long-term care system.
