As local autonomy has started, we have experienced decentralization of political and economic power. To make it better society in this self-administration period, it has been one of high priorities to improve the quality of local public medical services in city and suburb area. In this paper I tried to re-illuminate the role and capability of public health center and to provide a proper way to make available a better quality of public medical service. For that, I surveyed consumers of public health center in Sancheong Gun, regarding the satisfaction level with public medical service in the province. The results of my study is as follow: First, residents of the province answered that they are satisfied with environment and facilities of public health center. Second, while they are mostly satisfied with the kindness of doctor, nurse and staff of public health center, 40 % of sample answered that kindness level is average. Because kindness is an important factor to estimate the satisfaction level, I believe it is to be considered. Third, regarding confidence in medical equipments and capability of doctor, 22% of sample answered positively, however, 28% answered negatively. Fourth, most of sample residents answered that they are satisfied with enrollment or receipt procedure, time to wait for medical checkup and transportation. Regarding transportation, while 35% of sample residents answered that they are not satisfied with transportation, 24% of sample residents positively answered. Transportation is one of major bottlenecks for residents to use public health center. Fifth, medical staff and medical equipment in public health center are poorer than private hospital and public hospital in terms of quality. It means that those staff and equipment have to be improved. From the results of my study, I would like to suggest two points. One is improvement of medical service supply and the other is government medical policy. Improvement of medical service supply means that medical staff and equipment have to be improved, for which government needs to support modernization of medical equipment and expand the number of medical staff. It is needed to solve the difficulty of transportation, for which each public health center operates ambulance. To improve the quality of medical service, it is highly needed for medical staff to have consumer-oriented attitude. Furthermore, long-term and short-term plan is needed to re-examine the whole medical system and to construct a pleasant environment.
