Then, all the weights were summed up to calculate the entire weighted value of housing policies by each period and then, their effects on actual housing prices were analyzed.As a result, it was found that the effect of housing site development was highest in terms of large categories, followed by real estate tax, consumer financing, redevelopment & reconstruction (rearrangement), control of speculations and transactions, control of new housing prices and subscription system in their order.In terms of sub-categories, the first new town development policy for Bundang, Ilsan and others was most effective, followed by redevelopment (new town construction) project, supply of the public housing sites, comprehensive real estate tax and capital gain tax in their order. Namely, the expert group opined that the supply-side and tax policies were effective in achieving the goal of a stable housing market.In contrast, the housing market was not much affected by such policies as limited stories of reconstructed apartment houses, ratio of limited subscribers, post-construction sale, obligatory construction of rental houses for reconstruction, prohibition of assigning the housing cooperative memberships to others, etc.As discussed above, the government should minimize the number of housing policies for stabilization of the housing market.
