Even though the collaboration laws for PKO include the limitations along with 5 principles on PKO delegations, it became the lawful basis for Japan to send the troops to Cambodia.Moreover, during the Gulf War, the United Nations Security Council(UNSC) became the core decision-making organization. In order to broaden the influence internationally, Japan realized that it was crucial to be a part of UNSC . Thus, in order to increase the influence in the international-level activities, Japan is seeking many ways to participate in UNSC and UN PKO is one of them.In December of 2004, Japan activated the ‘New Defense Principles.’ What took attention was that Japan would actively participate in PKO. Japan broadened the concept of existing national defense to international peace-keeping circumstances.Japan started dispatching the military troops in 1991, to disarm the underwater mines, then continued the contributions to Cambodia(1992), Mozambique(1993), Zaire(1994), Golan Heights(1996), then Iraq(2003) after the 9.11 incident. Even now, heavily armed Japanese vessels are searching the Sea of India, in the cooperation with American and British Forces. Japan’s UN PKO history is rather short in the comparison to the other nations' UN PKO histories, Japan made the remarkable contributions.Starting from 1956, after Japan joined UN, up until now, including the Gulf War where Japan realize the need of military contribution, this dissertation speculates the history of Japan’s PKO activities.In the chapter 2, the concept, principles and characteristics of UN PKO policy. In the chapter 3, I explained how Japan came to participate in UN PKO after 1956. In the chapter 4, I analyzed the examples on Japan’s contribution to Angola, Mozambique, Zaire, Golan Heights, East Timor and Iraq. And finally in the chapter 5, on these theses, I tried to bring out Japan’s ultimate purpose of PKO policy, and the future prospects.
