This study has the purpose of suggesting measures to counter youth unemployment by examining advanced countries' policy of youth unemployment and analyzing Korea’s realities and causes of youth unemployment in terms of ‘demand for labor’, ‘supply of labor’ and ‘infrastructure of labor market’.
To sum up the realities of youth unemployment in Korea, the unemployment ratio of the youth was found to be 7.4% in the former half of the year 2007, 2.2 times as much as the general unemployment ratio of the country. In May 2007, in particular, the ratio of the jobless youth including the economically inactive population who were actively engaged in preparing for getting a job or took rest doing nothing rocketed even up to 20.5%. In other word, one of 5 young persons remains jobless, a harsh reality indicating that direct or indirect sufferings of the jobless youth might be much more serious than the statistical figures Korea National Statical Office simply released.
The cited causes for youth unemployment may include reduced employing power of the labor market in the wake of decreased economic growth and highly mechanized industrial structure in respect of demand for labor, overflowing supply of college graduates resulting from rapid increase in the number of students wishing to go on to universities in spite of reduction in young population and, in respect of infrastructure for labor market, insufficient performance of public and civil organizations and schools for job stabilization, promotion and guidance of the youth.
As measures to meet the issue of youth unemployment, it is suggested, in respect of demand for labor, for small and medium industries and service sectors having great potential of employment to actively open their doors to young applicants for job taking. In terms of labor supply, it is advised for schools of each grade to install or expand courses for job guidance and, particularly, for universities to strengthen job education and employment support functions in a move to effectively prepare for changing demand of labor market. As for infrastructure of labor market, it seems essential to gradually install the system for the youth to approach to Youth Work-Net, Work-Net or Job-Net from young and to expand qualitatively as well as quantitatively the labor centers operated by the Ministry of Labor to form organic ‘employment networks’ in close cooperation with concerned local agencies.
