The global industrialization of the 20th century enabled mass production through the processing of the earth?s vast resources. Increased prosperity resulted from added value and inter-country trade. However, the rapid industrialization and urbanization resulting from growth-driven policies and technological advancement since the 1970s have meant that the earth, the only place where we can live, is losing its self-purifying capability. Along with the realization that environmental deterioration cannot be allowed to continue, the need for global strategic cooperation to preserve the environment is gaining ground. Accordingly, as global environmental problems have come to the fore, the number of environmental treaties that directly influence each country?s environmental policies or economic activities has grown. Many countries are adopting environmental regulations based on environment-related treaties such as the Convention on Climate Change, Vienna Convention, Stockholm Convention, and the Basel Convention. The US is enforcing environmental regulations such as the Clean Air Act, Safe Drinking Water Act, Corporate Average Fuel Economy Act, Resource Conservation and Recovery Act, and Superfund Reauthorization. Meanwhile, Japan has enacted laws including the Law for Recycling of Specified Kinds of Home Appliances, Tightened Regulations for Emission Reduction from Automobiles, Green Tax, Recycling of Salvage Automobiles, and Recycling of Home Appliances. Canada is also enforcing environmental regulations such as the Ban on the Use of Ozone Depleting Materials, Energy Efficiency Act, Regulation on Import/Export of Toxic Substances, Adoption of Environment Mark, Emission Reduction from Automobiles, and the Endangered Species Act. Furthermore, countries such as China and Russia are implementing increasing amounts of regulations that seek to preserve the environment. The EU, which recently became Korea?s second biggest trading partner, maintains the world?s highest standards for environmental protection. The EU demands that imported products also satisfy these standards?including REACH, a regulation on chemicals and EURO-2-6, a regulation on automobile emissions. These standards have had a great influence on a major export industry in Korea, the auto industry. The EU enforces considerable auto-related regulations, including for example, restrictions on the total emissions from automobiles, labeling of automobile gas mileage, monitoring CO emissions, restrictions on the maximum amount of pollutants in automobile fuel, restrictions on salvage car disposal, and the development of pedestrian-friendly automobiles. This study suggested effective countermeasures for Korean industries by examining Korea?s environmental regulations for a major export item, automobiles. Examples of such countermeasures include the development of environment-friendly auto engines, expansion of environment-friendly projects, development of green energy automobiles, environment-related regulations and trade policies, establishment of an environment information system, and the expansion of the environment-related market. The most important issue is the establishment of strategies through cooperation between the government and private companies. Given the fact that the EU?s environmental regulations and policies are far more advanced than in any other developed countries, and considering the high environmental expectations of customers in the EU, Korea may find an opportunity to promote the competiveness of its products in the EU market by implementing strategies that are both appropriate and timely.
