시각장애인들이나 약시의 노인층을 위해서 폐쇄회로 등을 통한 화면해설방송을 방영하고 있고 점차 편성비율도 늘려나가고 있다. 그러나 정부정책당국이나 지상파방송사들은 발달장애인들의 경우 지적능력이 일반 프로그램을 이해하기 어렵다고 보아 아예 시청대상에서 소외시키고 있는 실정이다. 발달장애인들은 방송 소외계층 중에서도 아예 무관심층이다. 이 원인을 분석하고자 발달장애학생과 학부모들의 실태조사를 실시했다. 그 결과 대부분의 발달장애인들도 비장애인들과 마찬가지로 TV를 많이 시청하고 리모콘으로 채널을 돌려가며 자신이 보고 싶은 방송을 선택하면서 오락이나 만화영화만이 아니라 뉴스도 선택하고 있었다. 전 국민의 평생교육을 책임지고 있는 교육방송을 보면서 이들도 수능방송은 아니지만 학과교육을 학교에서 선생님들이 가르치는 식으로 배우기를 원했고 교육방송을 통해 직업교육이나 직장생활에 대한 많은 정보를 얻기를 원했다. 학부모들은 교육방송에서 발달장애학생들을 위해 대인관계나 경제생활, 일상생활의 훈련교육을 시켜주기를 원했다. 발달장애인들도 일반방송의 내용을 주변의 도움이나 천천히 반복설명을 해주면 이해할 수 있다는 것이다. 발달장애인들의 이러한 욕구가 있고 이들을 위한 방송의 필요가 있는데도 왜 방송이 제작되지 않고 있고 여기에 대한 인식조차 적은 지를 정책모델을 적용해 알아보았다. 우선 미국 영국 일본 등 외국에서도 발달장애인들을 위한 방송이 있는지를 알아보았다. 방송선진국에서도 시청각장애인들을 위한 방송수신기술을 개발해 자막, 수화, 화면해설방송은 하고 있지만 발달장애인만을 위한 프로그램은 거의 없다는 것을 알았다. 이 이유를 정책의제로 형성되는 과정론적 분석틀에 적용해 본 것이 이 연구의 핵심이다. 그 이유는 우선 발달장애인들에 대한 인식이 적다는 점이다. 인식이 없으니 정책의제로 채택되지 않는 것이다. 시청각장애인이나 지체장애인들은 장애형태가 눈에 보이며 이들의 불편을 쉽게 인식해 방송접근이나 지체장애인들의 이동권에 대한 배려를 한다. 이들의 지적 능력은 비장애인과 같기 때문에 방송수신의 방법만 개발되면 방송접근이 가능하다는 전제에서 장애인방송 기술이 개발됐다. 그러나 자폐아, 지적 장애자, 주의력결핍 과잉행동아동 등 발달장애인들은 장애유형이 너무 달라 이들에 대한 공통적인 지원제도를 마련하기 어렵다. 이 점에서 정책당국이나 방송사들의 관심이 발달장애인들에 대해서는 미치지 않았고 이들의 교육도 거의 부모나 가정의 책임하에 개별적인 특수교육에 의존하고 있는 실정이다. 두 번째 이유는 발달장애 개념과 분류법이 비교적 최근에 형성됐고 자신들의 요구를 표출할 수 있는 가족지원협회가 거의 최근에 형성됐기 때문이다. 시청각, 지체장애인들은 일찍 협회니 후원단체를 결성하고 자신들의 요구를 정책당국이나 방송사에 요구해 이를 관철시킬 수 있었으나 발달장애인들은 부모나 후견인들의 도움을 받아야 하기 때문에 최근에야 이러한 공통관심사를 논의하고 집단적 요구를 할 수 있는 가족지원협회 등을 결성했다. 따라서 이들의 요구는 다른 장애인협회가 처기에 행해왔던 것을 따라가는 초보적 수준이며 장애형태상 방송접근권을 주장하기는 어려운 실정이다. 최근에야 방송기술의 발전으로 발달장애인들을 위한 채널을 확보할 수도 있으며 발달장애인용 프로그램이 개발되면 IPTV나 스마트폰, 태블릿피씨 등을 이용해 시청할 수 있는 길이 열리고 있다. 이를 위한 다각적인 정책연구가 필요한 시점이다. 제1장은 서론이며 이 연구의 목적이다. 장애인의 방송접근권 보장을 위한 정책의제형성과정을 밝히기 위해 발달장애학생과 학부모의 실증연구를 하겠다는 내용이다. 장애인의 미디어이용에 관한 일반적인 선행연구를 살펴보면서 학령기 장애아동중 발달장애인이 시청각장애인보다 다수임에도 국민교육을 담당하는 교육방송에서 청각장애인을 위한 수화, 자막방송이나 시각장애인을 위한 화면해설방송은 있는데 발달장애인을 위한 방송은 없는지에 대한 선행연구를 찾아보았다. 우리나라에서 방송을 이용한 장애인의 정보화교육과 컴퓨터이용 실태, 그리고 비장애인의 장애인에 대한 태도에 관한 선행 연구 등을 살펴보았으나 이러한 연구 중 발달장애인의 방송접근에 관한 연구는 거의 없었다. 제2장은 발달장애의 개념과 특징에 대한 이론적 고찰을 진행했다. 발달장애에 관한 개념형성이 비교적 최근의 일이지만 가장 많은 자폐성 장애와 지적 장애의 특징과 치료교육에 관한 연구와 미디어를 통한 치료교육의 가능성 등에 대한 연구들을 소개했다. 발달장애인에 대한 방송이 있는가를 연구하기위해 우리나라의 방송정책중 소외계층에 대한 방송지원정책을 알아보았다. 정부가 장애인등 소외계층에 장애인방송을 수신할 수 있는 수신기를 먼저 보급한 뒤 KBS MBC SBS EBS 등 지상파방송에서 자막방송, 수화방송, 화면해설방송 등을 편성하지만 발달장애를 위한 지원은 없었다. 발달장애의 방송접근권 보장을 위해 일반적으로 의제가 정책으로 화하기 위해서는 어떤 과정을 거치는지, 이 과정에서 어떤 힘의 관계가 작용하는지에 대한 정책학의 이론들을 살펴보았다. 정책이 여러 힘의 역학관계에서 나온다는 다원주의론과 무의사결정론을 살펴본 뒤 정책의제형성의 과정론적 시각으로 외부주도모형, 내부주도모형, 동원모형 등을 살펴보았다. 마지막으로 무의사결정론에서 외부주도모형과 ‘정책의 창’이라 불리는 쓰레기통 모형이 발달장애인을 위한 방송이 왜 개발이 안되어 있는가를 설명하는데 적합한지를 살펴보았다 제3장은 연구문제와 방법 및 분석의 틀을 설명했다. 이 조사는 전국적으로 발달장애학생이 다니는 특수학교와 통합교육을 시키는 일반학교의 특수학급에 다니는 학생들과 학부모의 교육방송 이용실태와 욕구를 알아본 것이다. 이를 바탕으로 정책학의 이론적 틀을 이용해 발달장애인을 위한 정부의 미디어정책이 수립되려면 어떤 과정을 거치는지, 왜 교육방송을 비롯한 지상파방송이 발달장애인 프로그램을 만들지 않는지에 대한 분석하려는 시도였다. 그간 발달장애 가족협회등의 활동과 정책적 요구가 어떤 것이 있었으며 어떤 것이 정책으로 반영됐는지 그리고 가족지원협회에서 요구하는 발달장애인의 방송접근권 확보방안이 미디어 기술발전에 힘입어 앞으로 방송프로그램이나 미디어 콘텐츠의 제공이 가능한지 등에 대한 전망해 보았다. 제4장은 우리나라 정부의 장애인 방송 지원정책을 살펴보고 미국, 영국, 일본등 외국의 법제 및 도입연혁, 정책을 살펴보았다. 우리나라 법에서는 헌법의 행복추구권, 법앞에서의 평등 등 장애인의 인권조항부터 장애인차별금지법, 그리고 방송법등 여러 법률과 제도로 장애인의 방송접근권이 보장되어 있다. 방송통신위원회는 방송소외계층의 방송접근권 보장을 위해 방송수신기 보급에서부터 지원정책을 시행하고 있으며 지상파방송이 2012년까지 자막방송 100%, 수화방송 5%, 화면해설방송 10%를 방영하도록 목표를 설정하고 있다. 정부의 시청각장애인의 방송시청을 돕는 하드웨어적 지원 외에 지상파방송사가 방송프로그램에서 장애인의 차별을 없애는 비장애인의 인식개선 프로그램을 많이 방영하고 있는지, 그리고 장애인을 직접 연기자나 사회자로 츨연시켜 친근감을 증가시키는 프로그램을 마련하고 있는지 등을 살펴보았다. 이와 더불어 방송선진국인 미국과 영국이 언제, 어떻게 장애인방송을 도입했는지, 그리고 현재의 지원정책은 어떤 것이 있는지 등을 살펴보고 우리와 비슷한 문화환경을 지닌 일본의 예도 살펴보았다. 제5장은 설문조사의 분석결과를 실었다. 발달장애학생들의 교육방송 이용특성과 보고 싶은 프로그램에 대한 욕구조사결과, 발달장애 자녀를 둔 부모들의 미디어이용 행태 및 교육방송에 대한 평가, 자녀들을 위해 어떤 프로그램을 원하는지에 대한 욕구조사결과를 분석했다. 학생과 부모간의 교차분석을 통해 교육방송에 대한 선호콘텐츠와 원하는 프로그램을 비교분석했다. 마지막으로 발달장애학생을 직접 가르치고 있는 특수교육교사와 특수교육전문가인 대학교수, 그리고 장애인 방송정책을 담당하고 있는 정책관계자, 지상파방송에서 장애인 프로그램을 제작한바 있는 방송전문가, 그리고 교육방송의 편성책임자와 어린이 프로그램 프로듀서등과의 면접을 통해 분석결과와 현재의 상황을 비교하여 애로점과 앞으로의 바람직한 방향등을 논의하였다. 이로써 현재까지는 전무한 교육방송 나아가서는 지상파방송이 방송지원기술의 발전과 발달장애에 대한 관심의 증대로 방송프로그램을 개발할 수 있는 지등 가능성을 탐색했다. 전문가들로부터는 지금까지 장애인방송에 대한 만족도조사 결과를 토대로 시청각장애인들을 위한 방송의 발전과정이 앞으로 발달장애인을 위한 방송접근을 확대하기위한 정책수립에 어떤 도움이 될지를 들었다. 제6장은 결론과 앞으로의 연구를 위한 제언이다. 이번 조사를 하면서 우리나라에서 발달장애인들을 위한 방송의 욕구조사를 한 예가 없어서 대상자들을 이해시키기 어려웠다. 그간 지상파방송에서 내보내고 있는 수화, 자막방송과 화면해설방송을 본 시청각장애인들을 대상으로 한 만족도조사는 종종 행해져 이에 대한 개선점이나 방향을 제시한바 있다. 그러나 정책당국이나 방송사가 발달장애인에 대한 개념이 적고 이를 위해 특별히 프로그램을 방영한 적이 없어 이의 필요성을 느끼지 않고 있기 때문에 학생들이나 학부모들도 그 취지를 이해 못해 선뜻 조사에 응하지 않아 어려움을 겪었다. 다행히 이 필요성을 절감하고 있는 발달장애가족지원협회의 연구원들과 발달장애아동을 지도하고 있는 특수교사들의 도움으로 전국의 집단시설과 특수학교, 일반학교의 특수학급 아동들을 대상으로 조사를 할 수 있었다. 두 번째는 학제간 연구의 필요성이다. 발달장애인에 대한 현황파악이 힘들었고 사회복지의 일반론과 특수한 지원정책이 적은데다가 이들을 위한 방송정책이나 방송사의 프로그램 편성정책에 대한 자료가 적어 이를 연결하기가 힘들었다. 따라서 앞으로 발달장애학생의 자기결정권, 개별화교육을 위한 미디어이용 가능성 등과 이를 위한 방송접근권 확대정책을 연구하기 위해서는 사회복지학에서의 장애 유형별 정책이 우선 연구되어야 한다. 이에 더해 언론학 쪽에서 방송통신융합에 대한 이해와 기술이용 가능성등을 더 연구하고, 정책학에서는 이를 정책으로 만들기위해 방송통신위원회와 지상파방송사의 경영 편성정책에 대한 정책학적 모델개발 이 이루어져야 한다. 적어도 장애복지학, 방송통신학, 정책학등 학문간의 학제간 통합연구가 필요하다. 앞으로 이에 대한 후속연구가 많이 나와 사회적 최하위 소외계층인 발달장애인의 방송접근에 새로운 장이 열리기를 기대해본다.

This implies that there has been rare policy studies with respect to students with developmental disability and their access rights to public broadcastings. Broadcasting companies in Korea have gradually increased the finger language and closed captions for the deaf and DVS(Description Video System) for the blind and the weak eyed. However, Korean government and broadcasting companies have rarely taken into account helping the persons with developmental disability. People with developmental disability have been almost neglected in broadcasting policy even though they have watched TV by selecting channels they prefer; entertainment, animation, news and so on. They are also very interested in studying regular school subjects as well as occupational training for themselves via the Education Broadcasting System(EBS, a public broadcasting company in Korea), and their parents and custodians want government and broadcasting companies to develop and televise programs about human relations, economies and occupational training, which would be customized for the people with developmental disability. Based on the normative argument and current demands of clients of the specialized programs, this study explores why Korea government has never introduced public policy for any broadcasting support for the students with developmental disability. Agenda-building theories are reviewed and furthered to explain the current state such as ‘nondecision-making theory’, a process approach, and the ‘Policy Window model’. The first reason of non-decision for developing and televising programs for the students with developmental disability is that it has been rarely issued in Korea society because they have been covered in a wider sense of the disabled. That means that they have never categorized as an independent social class and have never got a public or governmental attention. The second reason, which is related to the first, is that they have never organized to improve their interests in public policy domain. Currently an organized group, the Family Support Association was set up, which means that the mechanism of their individual and associational demands imitate former group organization and activities of the disabled and thus they are in a early stage of demanding relevant access to broadcasting programs. And such policy-agenda environments as technological development and related policy domains for those people are not supportive for building issue and helping reach to government or policy agenda status, This dissertation is organized as follows. The first chapter introduces research interests and reviews existing researches regarding education of the people with developmental disability, which leads to a conclusion that there has no studies on broadcasting access opportunities for the persons. The second chapter reviews theoretical arguments on developmental disability and policy agenda. Nondecison-making theory is first reviewed to emphasize a need to study a circumstance of non-decision like this case. A process approach on agenda-building by Cobb, Ross and Ross(1976) - external initiative, internal access, and mobilization strategy - is then reviewed to argue a necessity to consider a variety of ways to reach to a status of government agenda. Finally, the policy window model of Kingdon(1984) is reviewed to take into account complex and various streams of policy agenda setting. Then it concludes that environmental evolutions need to be incorporated into a theoretical framework to delve into a policy agenda-building. The third chapter proposes five research questions, describes research methods, and shows analytical framework for the study. It explains in detail how survey goes and are analyzed: the survey is conducted toward students, parents and teachers to identify their current watching behaviors and preferences on EBS, interviews with subject matter experts are carried out to demonstrate technological feasibility and environmental evolutions toward opening and widening access of the students with developmental disability to Korean broadcasting companies, in particular the EBS. The fourth chapter deals with Korean government policy of broadcasting for the disabled to help increase opportunity of watching TV and to improve comprehending program contents. Also it shows broadcasting supports of such countries as the USA, the Britain and Japan to compare to Korea in terms of law-making and policy introduction. One of the most critical points is that still there is no specific legal clause or policy program to require and secure TV program or contents development and televising in all countries, but Korea Communications Commission has set policy goals of supply receivers to the needed to secure broadcasting access and to caption 100%, to televise finger language of 5% and screen interpretation of 10% in all programs until the year of 2012. The fourth section analyzes issue generating activities with a policy window perspective to demonstrate complex streams of problems, stakeholder groups, government actors, which does not yet reaches to open policy window in setting policy agenda of TV broadcasting access for the people with developmental disability. The fifth chapter analyzes the survey and explores evolutions of policy environments. The section one explains descriptive analyses of the survey, and the second section explains results of the students' and their parents' behaviors in watching educational broadcasting programs and their evaluations on the EBS programs and their preferences of television contents and programs. The third section investigates technological changes in broadcasting and internet and a policy environment change of converging broadcasting and communications, which are able to lead to initiate and stretch broadcasting access of the people with developmental disability. The sixth chapter concludes the research with giving short summaries according to each research question and referring to some research limitations. One of the limitations is on the suitable and complete statistics of the students with developmental disability and of policies and broadcasting contents and programs with respect to the people. Finally it suggests some further researches, for example interdisciplinary research to incorporate academic disciplines such as social welfare, mass media and journalism, education and public policy.
