One of engine systems using these high level and complex technologies is a turbine case cooling system (TCCS), which is also named as an active clearance control system (ACCS) if it is controlled by a full authority digital engine control (FADEC) system with engine operating parameters. The turbine case cooling system is distinctly effective to reduce specific fuel consumption of an engine in cruise flights. On the other hand, it is vulnerable to failure and malfunction because it is designed and constructed by complex technologies using mechanical, electrical, electronic, hydraulic components and software embedded in the control system. This thesis presents safety assessment process and methods for aircraft and engine systems, and results of fault tree analysis for the turbine case cooling system. In a basis of fault tree analysis results, this thesis also proposes safety requirements to be adopted in airworthiness standards of aircraft engines. There is no study on safety of the turbine case cooling system even if its failure could be a catastrophic event which results in an uncontained rotor failure. Thus this thesis gives importance regarding safety as well as performance of the turbine case cooling system to the public and the airworthiness authority. In this thesis, failure events of the full authority digital engine control system are included in fault trees of the turbine case cooling system because this system is directly controlled by the FADEC. As results of fault tree analysis, the event of rotational speed increase due to excessive turbine blade clearance is estimated as remote which failure probability is 1.400E-06 per flight hour for HPT clearance control and 3.291E-06 for LPT clearance control. Due to these events, catastrophic engine rotor failure could be estimated as extremely improbable which failure probability level is 10-9 per flight hour. This thesis also identifies most undesired events of channel switching function fault and channel health signal fault in the fault tree of the turbine case cooling system, and presents methods such as part quality level, stress derating, different types of designs, and built-in test to improve safety of these failure events. Finally, this thesis proposes the draft of airworthiness safety requirements for the turbine case cooling system which require to substantiate functions intended in design, safety analysis, software development assurance level, environmental protection of electronic controls, and an health monitoring system for the turbine case cooling system.
