Accordingly, this research attempted to analyze the characteristics of Compact City focusing on the civic center of Hongkkong, which exhibits such characteristics well, based on Compact City theory. Through this, this paper aims to investigate the characteristics of urban planning for civic center of Hongkong to suggest implications for establishing compact city of Korea in the future. In this study, we examined Compact City Theory and analyzed Honkong Metroarea management plan to observe the characteristics of Hongkong Metropolitan urban design planning from four perspectives based on Compact City Theory. In Korea, the Compact City has recently been rising as a solution to overpopulated downtown. Thus we summarize the characteristics of Hongkong downtown planning based on Compact City Theory and propose the potential and possibility of the theory in implementing town planning system of Korea and town reformation. First, Compact City, which is for efficient usage of space through combining uses, is for realizing pedestrian-oriented city through promoting space for pedestrians and enhancing connections between public transportation and pedestrians system. In Hongkong Metropolitan, public transportation is combined with street structure so that people can use public transportation rather than an automobile. Based on this public transportation-oriented street structure with concrete transfer system and enhancement of its availability, public transportation-friendly city is successfully realized. On top of the public transportation facilities, combining of space usage and complex architecture contribute to activation of downtown. All these factors induce walking, which leads to the efficient usage of city space. In case of Korea, Compact City development is widely conducted, such as Songdo Compact Smart City and Songpa Compact City. The basic structure of Compact City is to locate the multi-purpose apartment complex near to transit mall and the lower floored buildings outside of them. However, the high density usage combination must be supported by careful consideration on street planning and pedestrian system. In other words, the factors that are supposed to be included in Compact City based development in Korea should be considered through characteristics of Hongkong downtown. Not only the large scale city construction, but also the reforming of a highly populated districts, such as Yeouido international finance district and Gangnam station, requires consideration of characteristics of Hongkong downtown space. Second, the Compact City construction is included, applied, and conducted in city development plan, from the prioritized-plan to district plan, for realization of Compact City. In case of Hongkong, Compact City development plan is systematically managed by including it in both city prioritized-plan and district plan, and , respectively. Complex space usage is set by extensive public transportation system, development density and Compact City construction system which is managed by distribution of density based on transportation. In the future, Korea also will needs to systematically prepare and manage the plan for extensive Compact City development and city reformation as Hongkong has done so. This study is significant for understanding the characteristics required to embody and manage highly dense Metro Area via Hongkong Metro Area characteristics based on Compact City Theory.
