The purpose of the study is to provide basic materials for the developing of the counseling programme for students' parents and for teaching teachers as counselors on the basis of the investigation concerning of counseling for students' parents at nursery homes, comparing the differences between teachers parents. For this, these themes have been discussed; The general characteristics of teachers and parents are described, and those are discussed what differences exist concerning of the understanding of the nursery schools' counseling for parents between teachers and parents and whether the two groups show different understandings of the necessity and utility of it, and whether the different understanding exist according to each variable. The main themes are; 1) What differences exist between teachers and parents on their counseling meetings? 2) How different is their understandings according to each variable concerning of the utility and necessity of the counseling. For this study, a total of 104 teacher and 128 parents took part in it, who are teachers and parents of nursery schools in C-city, Chungcheongnam-do. The measuring tools used for this study is that of Hwang Hyun Joo(2003), which are the tools for teachers and parents to understand parents' attitude concerning of the meetings with parents, and these are in accordance with to their demands and used for knowing the realities of nursery homes's consultations. The utility and necessity measures of consultations for students' parents are borrowed from Kim Hyun Mi(2012): The Understanding and Demands about Parents' Consultations by Teachers and Parents, changing it a little in accordance with the purpose of the study. In order to know the different understandings between teachers and parents, the data analysis is done by frequency, percentage, and χ2 test, and the mean, the mean deviation, t-test, and One-way ANOVA are utilized for the analysis of the concerned factors of its utility and necessity, and the post-test of Scheffe is also applied. The statistic process is done through SPSS 18.0 for Windows Program. The results are as followings. First, there are differences concerning the consultations between teachers and parents : teachers want the meeting time early in each term but parents two times, beginning and end of each term, teachers want to meet parents at evening of weekdays but parents on weekends, and teachers think that the necessary time for it is 20-30minutes but parents 10-20. And during the meeting, teachers pay attention to the behaviors of themselves but parents their looks. The problems concerning it are also found; teachers think that they have stress owing to over-work and lack of time, but parents worry that teachers are not professionalists. The solutions they suggested are ; Teachers desire that parents should positively participate in it, and parents demand that teachers should learn professional counseling education. They show different opinions about the necessary education for the teachers' professionalism; Teachers want the education for counseling techniques, parents ordered- counseling which consider well infants' emotional characteristics. Second, there are differences in terms of the utility and necessity of it. As it is considered with utility of it, it is found out; During the meeting, parents want to communicate about their educational demands but teachers do not so. And there are also differences between them in terms of providing informations of infants' problems or the problems that parents themselves possess, or what is helpful for children's care. Considering necessity of it, there are differences between them about providing informations and solving problems. Third, the results found out from the analysis of the differences between them according to each variable of its utility and necessity tell that as teachers' academic career is higher, so the demand for consulting parents' problems except their children's is also higher. And it is also confirmed that as parents' academic career is higher, so they use the informations acquired from the consultations more than the others.
