Depending on the integration process for the two militaries, the size of the injection of North Korean officers may vary, with a reasonable size being between 25,790 and 62,900 North Korean officers. For a harmonious and fair integration process, the transferred North Korean troops would likely be demoted in rank by one or two ranks. In addition, wages for these troops should be adjusted according to their service areas. Those serving in the North should be paid about 50 percent of the amount paid to South Korean soldiers, with a gradual wage increase over time. The wages of those stationed in the South should be equal to that of South Korean soldiers considering the South Korean standard of living and lifestyle. For a successful socialization process, an effective outplacement support program and social security for North Koreans are needed. For the outplacement program, an 'Employment Promotion Act' should be enacted. It is also necessary to station employment promotion teams in the former KPA battalions to encourage the soldiers to find new employment. Such program could be divided into two sessions: an introductory first session and an extensive/intensive second session. Lasting for two weeks, the introductory first session would separate the group by ranks and cover essential military knowledge and information. The second session would target those considering long-term service. This 14-week second session would include a ‘Troop Information and Education’ (TI&E) and ‘Refresher Training’ (RFT) to increase the trainees' performance.
