전 세계 인구의 급격한 증가와 유례없는 도시화로 인해 아시아 및 아프리카 개발도상국의 도시빈곤 문제가 심화하고 있다. 이러한 문제 해결을 위하여 국제사회의 관심이 집중되고 있으며, 새천년 개발목표 MDGs 이후의 국제사회의 개발 전략인 Post-2015 개발 의제에서도 SDGs (Sustainable Development Goals) 즉, 지속가능한 개발 목표를 통하여 도시화 및 도시 문제에 대하여 포괄적이고, 안전하며, 복원력있는 지속 가능한 도시 만들기를 전략에 포함하였다. 이 연구의 목적은 개발도상국의 경제성장과 사회복지 향상을 위한 한국의 공적개발원조 ODA(Official Development Assistance)가 변화하는 도시화 및 도시 문제에 어떻게 대응하고 있으며, 도시개발을 위하여 적절한 비율의 원조를 지원하고 있는지 비교 분석함에 있다. 이를 위하여 한국의 중점협력 26개국의 도시화 및 도시 빈곤 현황을 분석하였고, 분석 결과를 통해 검토 대상 7개국을 선정하였다. 분석 방법은 첫째로, 국가 빈곤선에 대한 도시빈곤 인구, 농촌빈곤 인구 그리고 도시슬럼 인구 비교를 하였고, 둘째로, 2009년부터 2013년까지 5년간 형성된 KOICA의 도시개발 사업 비율 분석하였다. 셋째는 국가협력전략 CPS(Country Partnership Strategy)의 도시개발 전략 연계성을 국가별로 검토하였고, 결론적으로 국가 빈곤인구에 대한 도시슬럼 인구비와 KOICA도시사업 지원율를 비교 분석하여 한국의 무상원조가 도시화 및 도시빈곤 문제에 어느 정도 대응하고 있는지 살펴보았다. 8개의 새천년개발목표에 도시에 대한 직접적 지원 전략은 없었으나, Post-2015 개발의제에서는 핵심 목표 중의 하나로 ‘도시에 대한 도전’을 포함하며, 구체적 해결 방안과 세부 전략까지 언급하고 있다. 지금도 진행 중이며, 앞으로 분명히 직면할 전 지구적 도시 문제에 대한 대응과 도시 빈곤 퇴치를 위해 한국의 ODA사업도 문제를 인식하고, 도시개발 전략을 수립하여야 할 시점이다. 이를 위하여 ODA와 같은 개발협력 분야와 도시 분야의 융합적 시각으로 현안을 바라보며, 변화하는 패러다임을 읽고 대응할 수 있는 가치 촉구의 필요 측면에서 본 연구가 갖는 의의가 있다고 할 수 있다.

Current trends of rapid urbanization - with over half of the world's population now living in cities, and 90% of urban growth taking place in developing countries - coupled with recent global economic problem, growing urban poverty, and rising consequences of climate change have created the need for such strategic readjustment. To reflect on this trend of international society, UN has prepared Post-2015 agenda which will be following MDGs (Millenium Development Golas) after 2015year and it includes strategies to make the city inclusive, safe, resilient and sustainable. Purposes of this theses are to compare and analyse how KOICA's ODA (Official Development Assistance), which for economic growth and improving social welfare in developing countries, copes with urbanization changes and urban problems. To accomplish these purposes, it is analysed to present urbanization issues and urban poverty state upon priority recipient 26 countries and selected 7 analysis target countries based on the result. Methodologies of analysis are ① The comparison of urban and rural poverty ratio at national poverty line, and urban slum population ratio ② KOICA's urban development aid projects ratio during five years in 2009 to 2013 years ③ The connectivity with urban development strategy and CPS(Country Partnership Strategy ) by each country. As a result, it is the comparison with urban slum ratio at national poverty population and urban project budget ratio among KOICA's total project budget for 5 years and the analysis how KOICA has responded now on being faced urbanization and urban poverty. The urban strategy is directly stated in sustainable development goals of Post-2015 agenda although it was not contained MDGs. Furthermore there are detailed urban development targets in SDGs. Now is the time to convert the recolonization on urban poverty issues and to establish the strategy for urban development projects in order to overcome confronted urban problems and to reduce urban poverty. In terms of these integrated thoughts with development cooperation and urban issues play an essential part in changing a paradigm of urbanization.
