Although this has not caused significant social issues thus far, a review of the foreign countries that experienced multicultural societies earlier than Korea suggests that Korea is also highly likely to undergo conflicts due to its transition into a multicultural society with the growing proportion and voice of immigrants.
Therefore, this study viewed that the most effective and fundamental method of resolving these social conflicts is to change the perception of the members of society via education. Therefore, this study aimed to examine the direction in which Korea's multicultural education should move by reviewing the cases of foreign countries that experienced multicultural societies earlier than Korea.
In particular, this study reviewed the cases of France and Canada which have taken opposite approaches such as assimilation and multiculturalism models, and thus examined which type of multicultural education was exhibited by each approach and its implications. This study also examined the status of Korea's multicultural education. By doing so, it derived problems from institutional aspects, such as wrong policy directions and targets and the inefficiency of policies, and problems from practical aspects of the educational field, such as low levels of understanding in the teachers of multicultural education and the inadequacy of education contents. Regarding the drawn problems, pragmatic and practical improvement measures were discussed based on the implications of the overseas cases and relevant overseas and domestic research data. The results could be divided into the establishment of an educational foundation and the direction of practice in the educational field. First, in terms of the establishment of an educational foundation, this study discussed the establishment of a policy control tower and multicultural one-stop support centers at the regional Offices of Education, and the strengthening of multicultural training for teachers. In the terms of the direction of practice in the educational field, the study emphasized the necessity and methods of education for the adaptation and identity of minority groups and education for the enhancement of mutual understanding.
In conclusion, if Korea prepares a consistent system ranging from policies to the educational field based on its clear philosophy of a multicultural nation for successful multicultural education, thereby minimizing social conflicts, the country is likely to become a multicultural society that has further grown to maturity.
