본 연구는 1970년대 한국의 새마을운동과 2001년 이후 시행된 아프카니스탄 National Solidarity Program(NSP)에 관한 비교연구로서, 양 국의 지역사회개발 모델에 대한 유사점과 차이점을 살펴보고, 새마을운동을 통한 교훈과 제언사항을 찾아보는 것을 목적으로 한다.

본 연구는 1970년대 한국의 새마을운동과 2001년 이후 시행된 아프카니스탄 National Solidarity Program(NSP)에 관한 비교연구로서, 양 국의 지역사회개발 모델에 대한 유사점과 차이점을 살펴보고, 새마을운동을 통한 교훈과 제언사항을 찾아보는 것을 목적으로 한다.
두 프로그램은 모두 지역사회 생활여건 개선을 목적으로 한다는 공통점을 가지고 있다. 오늘날 새마을운동은 성공적인 빈곤극복과 통합적 농촌사회개발이라는 점에서 국제사회의 주목을 받고 있다. 그러나 NSP프로그램은 시간이 지남에 따라 몇 가지 어려움에 직면하고 있다. 새마을운동이 한국사회의 의식개혁과 강화라는 측면에 집중한 반면, 아프카니스탄 NSP프로그램은 경제체제, 지역 거버넌스, 인적개발에 집중하고 있다. 반면 두 프로그램 모두 중앙정부 주도의 하향식개발 접근법을 적용하고 있으며, 지역주민의 생활환경 개선, 공공부문의 도로개선 등의 통합적 목표는 동일하다고 볼 수 있다. 새마을운동의 기본 정신을 근면, 자조, 협동이다. 이 새마을정신은 새마을운동을 성공적으로 이끌기 위한 중요한 요소라고 판단되나, 아프카니스탄 NSP 프로그램은 지역주민의 의식개혁이나 강화 보다는 형식적인 체제 부분에 초점을 맞추고 있는 것으로 판단된다.
결론적으로 시행된 시대는 다르지만, 양국의 지역사회개발모델을 비교해 봄으로써 아프카니스탄 NSP가 현재 농촌개발을 시행함에 있어 직면한 문제와 최선의 해결책을 찾아보고자 하였다.

As we tend to comparatively study South Korea Saemaul Undong in 1970s and National Solidarity Program of Afghanistan model after 2001, we notice some similarities and differences. Both programs seek to improve the community living condition in better ways. Today, SMU program has been understood internationally as a unique and successful approach to reduce poverty and integrate the rural community. However, NSP program was faced with some challenges over the years. SMU was more focused on mental reform and spiritual enlightenment of South Korea but NSP in Afghanistan focused more on systematic economic, local governance and human capital development while both programs used top- down approach led by the central government and they had the same intermediate goals to improve villagers’ household income and pave the ground for them to access public services. Diligence, self-help and cooperation are the spirit of SMU. This spirit is needed in order to make SMU successful, but in Afghan NSP program just formal structures are pursued rather than spiritual enlightenment and mental reform. In conclusion, this paper attempts to compare the two models in both countries at different eras, and find out best practices to overcome the challenges facing rural development of Afghanistan, specially the Afghan National Solidarity program.
