As an institution that provides healthcare services, hospitals play important roles such as proper, high-quality treatment, research, education and training, and support for local healthcare system. Hospitals produce a variety of records including medical records that are characteristic to hospitals, administrative records related to administration and management of the hospital, education records related to education and activities of students and doctors in training, and research records that are important data for academic development of medicine. The meaning and roles of these records imply importance of hospital record management. Meanwhile, the importance of hospital records is growing with increasing use of big data including medical and overall hospital records and electronic record system in the field of healthcare. Although systematic record management is needed to respond to such change, many hospitals are not properly managing relevant records in comparison to record management in other fields, and, particularly, the record management system at public hospitals is inconsistent as a whole. Therefore, this study analyzed record management at public hospitals and relevant problems, and proposed cooperative record management system between medical record administrators and record managers at hospitals. The survey and interview with medical record administrators and hospital record managers working at general and senior general hospitals, which were subjects of this study, suggested several problems related to hospital record management. their preservation environments of medical record did not comply with the standards stipulated in 「Public Records Management Act」, and, although evaluation and disposal of records is part of the job of hospital record managers, the role of hospital record managers is limited in medical records. Also, disposal of medical records involved an inconvenient process. Other problems included absence of hospital archive, inappropriate job assignment, absence of record management rules and standard table, lack of record production management, and lack of awareness related to hospital record management among the staff. The following are suggestions to solve these problems and promote cooperation between medical record administrators and hospital record managers. First, a consultative body must be formed between medical record administrators and hospital record managers. Specifically, a hospital record conference can be established as a committee to review hospital records, and can discuss application of「Public Records Management Act」 and relevant problems. Second, a hospital archive must be established in order to manage records independently. Third, considering the nature of hospitals and record and record management, rules and standards of the National Archives of Korea for hospital record management must be established. Fifth, record management process must be performed based on principles. Specifically, clear record management rules including evaluation and disposal of medical records must be set, and systematic record classification system and accurate record production management must be established. In addition, continuous record management promotion and education can be provided to improve awareness among the staff. Considering the importance of medical records, systematic record management at hospitals is essential. This study has limitation in generalizing the findings as it was based on medical record administrators and hospital record managers at only a small number of public hospitals. Also, it was limited in that it only discussed preservation, evaluation, and disposal of medical records according to 「Public Records Management Act」. In the future, more specific and developed research that includes details related to medical records needs to be conducted.
