In the case of private hospitals, they are making efforts to introduce information systems and improve the environment by investing a budget to provide customer-oriented medical services. However, public healthcare, which is a medical stabilization net that guarantees the health rights of the people, is relatively inferior to that of private medical care, and is in a financially weak environment. Therefore, the government is building and spreading Electronic Medical Record(EMR) to foster an information industry for public medical institutions. Customers arrive to receive the service and there is a wait queue waiting to be served. Queueing theory is based on the Poisson distribution when the client arrives at an exponential distribution. Queueing theory is used to analyze patient latency, which considers a large number of patients and various forms of care. This paper investigated the effect of waiting queue management on the waiting time before and after the introduction of EMR in regional medical centers. We wanted to study the changes in time. The measured data and computerized data were collected for latency analysis. The actual data were measured at the hospital directly by the investigator when the patient entered the clinic for treatment and when the treatment ended. The computerized data were collected from log data for patient completion time and prescription completion time. Using the two kinds of data, we analyzed the changes in waiting time before and after the introduction of EMR by using the calculation methodology to obtain the patients’ arrival rate and service rate. The introduction of EMR resulted in removal of paper charts and changes in the process. It was confirmed that the improvement in efficiency contributed to the improvements in service by reducing the waiting time for outpatient treatment. In the case of B, C, and D medical centers, the waiting time decreased while the number of A medical centers increased, which seemed to be influenced by waiting time due to delays in ward rounds and various forms. Unlike previous studies using real data, this study applied queueing theory based on computerized data to minimize the limitations affecting the treatment, and it was possible to analyze the changes in waiting time. We hope that this methodology will be extended to improve hospital services in various areas.
