The establishment process of Korean nanotechnology policy was examined from the viewpoint of the era of "uncertainty", "research and development in Post catch-up" and "technological expectations". Considering these perspectives, this study examined practices for nanotechnology policy development, by exploring the characteristics of the Korean nanotechnology policy system, while investigating major discourses on technological expectations. Under the premise that technological expectations have great influences on the realization of the performance capabilities, this study identified technological expectations for each stakeholder within the policy making process. The major discourses from the President, the National Assembly, and governmental organizations were analyzed through a literature review and interviews with major researchers. As case study of the coverage of “graphene” in a sample of Korean newspaper articles, this investigation further explored on the discourse of technological expectation. The results and implications of the study are summarized as follows. Although former Presidents have all given hopeful messages about nanotechnology R&D, they showed noticeable differences in their national policy plans. In case of President Kim Dae Jung, he emphasized the need to build a knowledge based economy by developing nanotechnology. Therefore, R&D policies pursued the principle of selection and concentration, to advance the existing/traditional industries by strengthening their interconnections. These policy discourses are partly reflected in the Nanotechnology Integrated Development Plan which was established in 2001 by the National Science & Technology Council. The National Assembly was the main producer for the fairness discourse of nanotechnology policy promotion. Furthermore, at the time of law enactment for the Nanotechnology Development Promotion Act at 2002, there was no negative discourses about social impacts, safety and, regulation of nanotechnology. However, new issues were raised after 2010 including the safety of nanomaterials, investment efficiency, regulations and organization efficient-operation
The impact of these discourses on the implementation process for science and technology policy was examined. In the evolution of Korean nanotechnology policies over the last 15 years, the discourses made by the presidents and the lawmakers under the parliament tended to facilitate the immediate policy changes. The President's policy initiative exerts a kind of normative force, which has the power to sustain or provide guidelines for nanotechnology R&D. So, It made a basic policy DNA which was firmly based on the principle of selection and concentration, and implicitly demanded that nanotechnology should contribute to building a first-class country by integrating nanotechnology into traditional industries.
The characteristics of the system of nanotechnology policy was examined in terms of technological expectations, policy makers and institutions. The policy was promoted according to each stakeholder’s perspective. The President showed the mobilization of nanotechnology to achieve the national goal, and the National Assembly focused on nurturing human resources and industrialization in the process of nanotechnology R&D. But in the ministries, there were issues such as competition among ministries, and problems of overlapping of investments. However the public opinion reflected in the policy process was limited. Nanotechnology development Institutions were composed of various kinds of institution and activities such as the Nanotechnology Development Promotion Act, the Nanotechnology Development Plan, Korea Nanotechnology Research Society, Nano-Facility Centers, Nanotechnology Policy Center, Korea-U.S.A. Nanotechnology Forum, and Korea-EU Nanotechnology Forum. They provided the basis for the spread of nanotechnology policy systems.
The main implication of this thesis is the exploration for the policy making of nanotechnology development in the post catch-up era. Top-down policy development and promotion have showed that there are certain limitations in mobilizing open innovation and social resources. The diversity of discourse on current expectations of nanotechnology is very narrow, and we need more creative futures. Considering the uncertainties in the establishment of R&D policy, it raised the necessity of review in terms of 'creativity', 'diversity', and 'accountability', which are the basis of future R&D policy. In addition, as the policy demand was increased for more efficient operation and early industrialization, the pyramid-based nanotechnology research project was enlarged. As the mission completion type research was promoted, the research creativity was threatened by the rigidity of the nanotechnology research system. This problem is emerging as our future challenge to facilitate the third generation innovation policy or social innovation.
