Two decades have passed since the end of the Cold War, and the world is now watching the emergence of a new order, the rise of China. It is essential to understand the foreign policies of China, a global power rising to the level of the U.S., in order to understand the changes of international affairs. The purpose of China’s foreign policy lies in preservation of sovereignty, territorial integrity, unification with Taiwan, and sustaining of ideology and system of socialism. The changes in China’s foreign policy has always been a critical variable in the order of world politics, within the 70 year period of power succession from Mao Zedong (1893~1976), Deng Xiaoping (1904~1997), Jiang Zemin (1926 ~ ), Hu Jintao (1942~), to Xi Jinping (1953~). The characteristics displayed in China’s foreign policies are closely related to its traditional•historical experience•geopolitical factors. In order to achieve the research goals set in this thesis, the method and scope of research has been limited. For analysis and deduction of Mao Zedong’s foreign policies, all diplomatic documents from the establishment of the Chinese government till present will be analyzed for deduction of a practical and theoretical conclusion. The specific time range will be set from 1949, the year of establishment of New China, until 1976. This thesis will be composed of six chapters, including introduction and conclusion. Chapter 1 will focus on emphasis of the necessity of research, along with the purpose, method, and scope. Chapter 2 will examine advanced research along with analysis of dissertations. The third chapter will explain the foreign policy environment and establishment of New China in its early stages, and Chapter 4 will focus on the setting of ‘enemies’ in Mao’s foreign policies along with its responsive measures. The fifth chapter will analyze the application and transformation of Mao’s foreign policies. This chapter will also analyze the projection of basic foreign policy goals in the process of historical changes. The application of domestic and foreign environmental factors along with changes according to situations will also be examined. Chapter 6 focuses on the influence of Mao on Xi Jinping’s present day China, along with prospects on China’s future. Mao’s enemy setting was based on double party and borderline theory. China’s initial foreign policy during its early period was pro-Soviet Union anti-U.S. Mao’s double party theory was a lean-to-one-side policy, while the borderline theory was used for unification and independence foreign policies. The direction of Xi Jinping’s foreign policies pursues the balance of ‘韜光養晦, to hide one's talents, and bide one's time for the right opportunity’, and ‘有所作爲 reveal one’s position and carry through work’, emphasizing the importance of ‘peace development’ and ‘core interests’. China advocates a ‘new great power relation’ with the U.S., holding an active stance on international affairs. Xi Jinping’s foreign policy can be summarized as ‘pursuing the development of peace but not surrendering just rights or core interests’. The enemy setting strategy of Xi includes the G2 strategy and multilateralism strategy. Responsive measures for these include one on one talks, AIIB, new great power relations, multilateralism, security of Asia, and foreign policies of surrounding countries. These strategies of Xi coincide with Mao’s foreign strategies including lean-to-one-side policy, borderline policy, independence, unification, contradiction theory, and theory of practice. Both Mao and Xi believe that the core interest of China lies in securing a strong position in the international community and executing great influence in the Northeast Asia region through accumulating power and wealth along with traditional territorial integrity through international politics. The independent and innovative foreign policies of Mao after China’s establishment in 1949 is not being succeeded and developed through Xi’s reign.
