This study is a case study of climate change policy implementation in the Republic of Korea, especially focusing on ‘2020 Roadmap on Greenhouse Gas Mitigation(hereinafter ’the Roadmap’)’ which is evaluated both internationally and domestically as a failed policy. The objective of this study stems from two questions which are “Is the climate change policy in Korea failed in real terms?” and “If so, what factors are the causes of this failure?”. Through the study, I define the answers of those questions and suggest countermeasures. First of all, to review the process of the development of the climate change policy in Korea, I look through the United Nations Framework Convention on Climate Change(hereinafter ‘UNFCCC’) as an international aspect and then as a national policy, I describe the climate change policy in Korea from ‘The First Comprehensive Measures for the UNFCCC’ in 1999 to the Roadmap in 2014. Then, I assess quantitative and qualitative output of the Roadmap to find the reason for the first question. For quantitative analysis, since it takes almost two years confirming and announcing the greenhouse gas statistics to the public, I try to compare the aggregated greenhouse gas emissions to target emissions in 2014 which is the starting year of implementing the Roadmap. In results, the policy target fails cannot achieve because the real emissions exceed the target emission level nearly 4.7%. In addition, I search several evaluation reports by international organizations and international non-governmental organizations for qualitative analysis and confirm that it is also failed policy since OECD and other organizations assess the climate change policy in Korea as ‘inadequate’ and/or ‘very poor’ based on high level of emissions and abandoning the 2020 greenhouse gas emission reduction target. In order to analyze the failure factors of the climate change policy that has been judged to have failed after all, it is necessary to confirm that there are no studies conducted from the viewpoint of the implementation in the process of reviewing the existing studies on climate change. As a result I choose policy implementation theory as the theoretical framework of this study. In this paper, I will analyze the four variables of the policy formation process and the three variables of the policy implementation process, based on Winter’s integrated model, after examining the various variables presented in the top-down and bottom-up approaches and other integrated model. As a result, in the policy formation process, there are poor evidences that demonstrate the causal theories are sufficient due to the lack of technical review and information on the Roadmap. Also it is confirmed that the causal theories and the consistency of the policy goals were a risk factors according to the time gap of 7 years between the policy objectives, the policy measures and the policy outputs. And the lack of mutual trust in the policy network due to the conflict caused by the opposing viewpoints of the policy goals among the policy actors represented by the industrial and the civil society. In addition, as a symbolic policy of President Lee Myung-bak, the symbolic action of policy-decision maker has been confirmed as a failure factor because of the unilateral decision when setting the 2020 emission reduction target and the regime shift to the new administration(President Park Geun-hye) effects on diminishing the symbolic policy of the former administration. Furthermore, due to the time lag between the announcement of the 2020 emission reduction target mentioned above and the establishment and implementation of the Roadmap, the attention of the civil society, which was an advocate of the policy, was degraded. While the failure factors of the policy implementation process are the conflict factors caused by the differences in the implementing behavior of the Ministry of Trade, Industry and Energy and the Ministry of Environment, the impeding factors due to the confusion of the street-level bureaucrats, and increased resistance to the policy. In order to complement these factors, it is necessary to establish a coherent policy goal and the necessity of a legal safeguard to ensure the validity of the causal theory in the process of establishing the goal, and to prepare a forum for resolving the conflict between the policy actors. In addition, it is necessary to disclose transparency of the policy implementation process and the results to maintain the interest of the policy advocates and the institutional arrangement that can check the policy actors so that the policies to be approached in the medium and long term do not fall into symbolic tools of a certain person. In addition, as a policy alternative in the policy implementation process, it is necessary to establish a department dedicated to climate change to prevent conflicts between administrative ministries and to coordinate them in a developmental direction, or to establish a control tower function which can ensure the coherence of policy implementation. Finally, it suggested that various incentives are needed to minimize the resistance to policy and to increase the acceptance of policy compliance to accept climate change and greenhouse gas policy as 'opportunities' rather than 'regulations'. It is expected that Korea will be able to make a positive contribution to the international community as well as to achieve clearer policy results in the new climate regime under the Paris Agreement after 2020.
