최근 우리 사회에서 저출산·고령화, 고용불안정, 소득양극화 등의 문제가 심각해지면서 복지욕구가 점차 복잡하고 다양해지고 있다. 그런데 기존의 잔여적이고 선별적인 사회보장제도로는 이와 같이 급변하는 환경 하 발생하는 사회문제들을 효과적으로 대응하지 못한다는 비판이 크다. 이러한 상황에서 새로운 대안으로 기본소득과 같은 보편적 복지제도에 주목하기 시작하면서, 최근 대표적 보편적 복지제도인 기본소득에 관한 다양한 논의가 진행 중이다. 다만 이와 같은 기본소득제도는 그 효과성에 대해 찬성과 반대 양측진영 간의 견해가 매우 첨예하게 대립되고 있어서 사회적 합의를 이루기가 쉽지 않은 제도이다. 이에 본 연구는 실증적 모형을 개발하고 이를 통해 기본소득의 효과성을 구체적으로 검증하려는 목적을 설정하였다. 따라서 본 연구는 기본소득의 여러 이론적 논의를 기초로 한국적 상황에 맞게 몇 가지 모형을 설계하고, 모의실험(Simulation)을 통해 해당 모형별 효과성을 비교 분석하였다. 본 연구에서는 특히 기본소득의 이론적 논의에서 공통적으로 언급되고 있는 기본소득의 핵심 특성을 기초로, 최대한 정치적·경제적 실현가능성을 고려하여 모형을 설계하였다. 따라서 본 연구의 기본소득 모형들은 기본소득의 핵심 특성 중 가장 중요한 무조건성은 최대한 유지하되, 보편성과 충분성은 다소 완화한 모형들로 구성하였다. 첫 번째 모형은 사회수당형식의 기본소득 모형으로, 해당 모형은 대상 연령층을 근로연령인 청·장년층(18세~64세)로 한정하여 소득이 제공되는 모형이다. 두 번째 모형은 모든 시민에게 제공하는 보편성을 충족하는 동시에 사회보험 형식의 급여는 제외하고 다른 사회보장 프로그램은 대체하는 “부분 기본소득제(Partial Basic Income)” 형태로 설계하였다. 다만 두 번째 모형은 음의소득세 운영방식을 차용한 소득수준별 차등지급 방식의 세 번째 모형과 구분하기 위해서 “균등지급 기본소득제” 모형으로 명명하였다. 세 번째 모형은 Friedman이 제안한 음의소득세(NIT) 방식을 차용하되 거기에 보편성을 더한 모형으로 설계하였다. 따라서 본 연구 모형을 본래의 음의소득세형 모형으로 칭하기보다는 “차등지급 기본소득제”라고 명명하여 본래 음의소득세(NIT)와 차별화하였다. 이렇게 구체적으로 설계한 모형을 활용하여 모형별 정책 효과성을 비교하였다. 진보와 보수를 막론하고 기본소득 논의에서 공통으로 주목하는 정책 목표와 기대 효과는 주로 소득분배 및 근로유인 문제와 관련이 있는바, 본 연구에서는 이 두 가지 큰 틀에서 기본소득제도의 효과성을 예측하였다. 우선 소득분배 효과분석을 위해서는 통계청 2018년 2분기 「가계동향조사」자료를 활용하였다. 본 연구에서는 개인단위의 분석을 시행하기 위해 가구단위 정보들을 개인단위 총 15,182의 표본으로 로 재구성하였다. 소득불평등도 개선 효과를 판단하기 위해서는 널리 활용되는 지니계수(Gini coefficient)와 앳킨슨지수(Atkinson index), 로렌츠 곡선(Lorenz curve) 등을 검증 도구로 활용하였고, 그 외 빈곤 완화 효과를 파악하기 위해서는 절대적 빈곤지수뿐만 아니라 다양한 상대적 빈곤지수들을 활용하여 종합적으로 살펴보았다. 둘째로 노동공급 분석을 위해서는 한국조세재정연구원이 조사한 「재정패널」10차 년도 자료를 활용하였다. 근로유인 효과를 실험하고자 하는 목적을 위해 해당 자료로부터 근로연령층인 18세부터 64세까지의 청·장년층 총 7,379명의 개인 표본을 추출하였다. 근로유인효과와 관련해서는 이산형 노동공급모형(Discrete- choice labor supply model)을 기초로 분석을 진행하였다. 특히 노동공급 결정의사는 소득 및 성별 등 경제적·인구사회학적 차이에 따라 달리 나타날 수 있는바, 본 연구에서는 전체 표본의 근로유인 효과뿐만 아니라 소득별, 성별로 표본 집단을 나누어 따라 그 효과가 어떻게 달라지는 지도 별도로 분석해 추가로 결과를 제시하였다. 본 연구의 주요결과는 다음과 같다. 우선 소득분배 지수와 빈곤지수를 살펴본 결과 소득분배 측면에서 현행 사회보장제도보다 긍정적인 효과를 가져 오는 것으로 예측되었다. 물론 두 모형 간에 큰 차이를 보이진 않았으나, 차등지급 기본소득이 정액방식의 균등 기본소득보다 소득분배 측면에서 다소 효과성이 큰 것으로 나타났다. 또한 빈곤완화 측면에서도 절대적 빈곤율뿐 아니라 상대적 빈곤율 지수에서도 모두 현행 제도보다 기본소득제도 하 바람직한 결과가 예측되었다. 따라서 소득분배 및 빈곤 완화에 있어 기본소득제도가 현행 선별적 복지제도보다 더 바람직한 효과가 있음을 확인하였다. 특히 균등 기본소득제와 차등 기본소득제는 거의 모든 빈곤지수에서 현행보다 두 배 이상 빈곤완화 효과를 나타냈다. 다만 절대적 빈곤율에 있어서는 정액 방식의 기본소득제도와 차등지급방식의 기본소득제도 간에 큰 차이를 보였으나, 대부분의 상대적 빈곤율을 파악하는 지수들에서는 두 모형 간의 빈곤완화 효과에 큰 차이가 없었다. 근로유인 효과와 관련해서는 각 모형별로 약간씩 상이한 효과를 보이긴 하나, 전체적으로 기본소득 반대론자들이 주장하는 바와 같이 근로유인에 미치는 부(-)적 영향이 크지 않았다. 소득구간별로 나누어서 분석한 결과 중위소득 이상의 가구에서는 미취업자 중 전일제와 시간제 노동자로 전향하는 비율이 상대적으로 컸으나, 중위소득 이하 가구 중 미취업자들이 기본소득이 지급 시 시간제나 전일제로 이동할 가능성이 상대적으로 적었다. 또한 성별에 따른 기본소득의 노동공급 효과를 분석한 결과, 남성의 경우 사회수당형 기본소득제와 균등지급 기본소득 하에서 시간제에서 미취업자로 전향하는 부정적 효과가 더 크게 나타난 반면, 여성의 경우 미취업자로 전향하는 부정적 효과가 사회수당형과 균등지급 기본소득에서 더 크게 나타나 정반대의 효과를 보여 주었다. 다만 본 연구 결과 수급자들이 기존의 종사상 지위를 바꾸는 경우는 대부분 1%내외에 그쳐서, 우려처럼 기본소득 제공시 노동시장에서 대규모 노동이탈 현상은 나타나지 않을 것으로 예측된다. 결론적으로 소득분배 측면에서는 모형 간 차이가 크진 않았으나, 차등지급 기본소득이 균등지급 기본소득보다 다소 좋은 결과를 제시하였다. 근로유인에 미치는 효과에서는 소득계층별 혹은 성별에 따라 바람직한 모형이 다소 달랐으나, 전반적으로 기본소득 반대론자들의 우려처럼 부정적 효과가 크게 나타나진 않았다. 물론 본 연구 결과만을 기초로 여러 모형 중 어떤 모형이 더 바람직하다는 구체적인 결론을 제시하기는 무리라고 판단되나, 여전히 본 연구에서 제시한 기본소득 모형들은 현행 제도보다는 소득분배와 노동공급 측면에서 나은 효과를 보여주는 것으로 더 바람직한 것으로 예측해 볼 수 있다. 다만 만약 실제로 기본소득을 시행한다고 할 때, 어떠한 운영방식이 최선일지에 관해서는 향후 정책결정자들이 어떠한 목적을 가지고 어떠한 대상 집단을 최우선 순위로 둘 것인가에 따라 다르게 설계될 수 있을 것으로 보인다. 이처럼 소득분배나 근로유인 측면에서 기본소득 모형들이 어느 정도 긍정적인 효과를 보이고 있는 것으로 드러났으나, 여전히 본 제도는 재원마련 문제, 사회적 합의의 어려움, 그리고 국민들의 불신 등 제도개편 과정에서 넘어야 할 장애물이 너무 많다. 이에 향후 기본소득 도입방안을 좀 더 구체적으로 논의하기 위해서는 더욱더 정교한 모형 설계를 통해 다양한 연구를 진행할 필요가 있으며, 이를 통해 제도 효과에 대한 실증적 자료를 많이 축적하는 등 사전에 충분한 검토가 선행되어야 할 것이다. 동시에 적극적으로 토론회와 공청회 등을 열어 사회적 합의를 도출하기 위한 활발한 노력도 경주해야 할 것이다.

South Korea is facing the challenges of low birth-rate and fast aging population. In addition, job insecurity is widespread in the labor market, and thereby the social polarization is getting worse. In this context, welfare needs in society are now being much more diverse and complex than ever. However, the current selective residual programs are often criticized for not effectively coping with these multifaceted social problems. As a result, people have begun to look for new alternatives to deal with various types of social issues more comprehensively. And now a more universal welfare system, such as Basic Income(BI, hereafter), is being paid much attention to by politicians, policy-makers, as well as scholars. The BI, however, is not easy to reach a social consensus in a sense that opinions on the expected BI outcomes are sharply divided between pros and cons. Therefore, this study aims to develop empirical BI models tailored to the South Korean social and financial circumstances and to test the effects of the BI, using a simulation method. For this purpose, this study designed three different basic income models, based on the previous theoretical discussions, and predicted the estimated outcomes of each model. While maintaining the key properties of the BI as much as possible, which were most commonly addressed in the previous theoretical studies, the models also considered some political and economic aspects of the feasibility when designing them. Therefore, “unconditionality,” the so-called core feature of the Basic Income, was strictly applied, whereas “universality” and “sufficiency” criteria were kept more generously. The first model is called “Social Allowance Model,” which is to provide the BI only to the working age group(aged between 18 and 64) in a universal way. The second model was designed as “Partial Basic Income.” It achieved the true universality, but was still set at a level less than enough to meet sufficiency, thereby leaving intact some of the existing social protection benefits mostly coming from social insurance programs. Instead of calling it “Partial Basic Income,” however, the second model of this study was named “Flat-rate Basic Income Model” to distinguish it from the third model “Differential-rate Basic Income Model.” The third model was based on the Negative Income Tax idea proposed by Milton Friedman, but the operating process is slightly modified in that its provision is extended to all citizens unlike the original NIT proposal. Therefore, to differentiate the third model from the NIT, I named it “Differential-rate Basic Income Model” instead. With these three different BI models, a series of policy effects were predicted and compared. The policy effects of the BI are mostly related to both income redistribution and wok incentive, which the proponents from both left and right equally paid attention to as their policy objectives or expected outcomes. In this context, therefore, the study measured to what extent each model will bring positive or negative effects on society in terms of both the social equity and economic efficiency perspectives. For the analysis, the Korean Household Income and Expenditure Survey data for the second quarter of 2018 was used. The data provide a variety of income and expense information not only at the household level but also at the individual level within household. To predict the BI effects at the individual level, the household-level data were restructured to the 15,182 individual-level data. As for the income redistributive effects, Gini Coefficient, Atkinson Index, Income Share by Quintile, and Lorenz Curve were used as a measurement tool. To estimate to what extent the level of poverty would be alleviated by each of the different BI models, the analysis was based on a variety of relative poverty indices as well as the absolute poverty. As for analysing how the BI affects work incentives among the recipients, this study used the data from the 10th wave of the National Survey of Tax and Benefits. A sample of 7,379 adults aged between 18 and 64, which is considered as the working age population, was extracted from the dataset. Using the discrete-choice model, I simulated what changes might occur in the individual labor supply behaviors. Moreover, since the decision-making of labor supply could vary according to the economic and demographic differences, such as income or sex, I predicted the outcomes based on each different income-level and sex. The main findings of this study are as follows: First, a series of income inequality and poverty indices suggested that BI would be expected to have a more positive impact on both income distribution and poverty than the current social security system. the Differential-rate BI was somewhat more effective in terms of reducing income equality than the Flat-rate BI, although there was not much difference between the two. In addition, poverty in society, estimated by several poverty indices, was reduced under all three BI models. This implies that people would be better off under the BI than the current selective social benefit system. With the Differential-rate BI and Flat-rate BI implemented, almost all of the poverty indices have decreased by more than double, which means poverty in society will, to a large extent, be mitigated. While there appears a big difference between the Flat-rate BI and the Differential-rate BI in terms of the absolute poverty index, little significant difference was found when measured by several relative poverty indices. As for the labor supply effects of the BI, each model has a slightly different effect on the labor supply decision. Overall, however, the negative effects of the BI on work incentives are not as strong as the opponents argued. When examining different income levels, the research shows that the currently unemployed individuals who come from the family with the median household income and above are more likely to become part-time or full-time employees under the three BI models than the current social security system. In contrast, those unemployed from the family with lower than the median household income hardly enter the labor market. Meanwhile, the transition rate of males in employment status from the part-timer to the unemployed is relatively higher under the Social Allowance and the Flat-rate BI. However, the opposite result was expected in the female population; the possibility of changes in employment status from the part-time to the unemployed is higher under those Social Allowance and Flat-rate BI models. However, the likelihood of change in employment status is less than 1 percent in most cases, so the overall results suggest that no mass exodus from the workforce would happen unlike the BI opponents predicted. In sum, the Differential-rate BI produces better results in terms of income equality than the Flat-rate BI, but the differences between the two are very marginal. Regarding work incentives, the most desired model varies, depending on income level or sex. Therefore, it is too early to decide which policy option would be a more viable alternative to the current social protection system in South Korea. It is policy-makers themselves that choose how to design BI, depending on what purpose or which target group they prioritize. Granted, the study has shown that there would be some positive effects of BI on income distribution and poverty reduction with little work disincentive appearing among the recipients. Still, however, implementing the BI has too many obstacles to overcome along the way, such as financing, forming a social consensus, and alleviating a swelling public distrust. In this sense, it is vital to carry out as many empirical studies as possible on the effects of BI, and to make sure that sufficient databases are available to help us form some social consensus on the BI.
South Korea is facing the challenges of low birth-rate and fast aging population. In addition, job insecurity is widespread in the labor market, and thereby the social polarization is getting worse. In this context, welfare needs in society are now being much more diverse and complex than ever. However, the current selective residual programs are often criticized for not effectively coping with these multifaceted social problems. As a result, people have begun to look for new alternatives to deal with various types of social issues more comprehensively. And now a more universal welfare system, such as Basic Income(BI, hereafter), is being paid much attention to by politicians, policy-makers, as well as scholars. The BI, however, is not easy to reach a social consensus in a sense that opinions on the expected BI outcomes are sharply divided between pros and cons. Therefore, this study aims to develop empirical BI models tailored to the South Korean social and financial circumstances and to test the effects of the BI, using a simulation method. For this purpose, this study designed three different basic income models, based on the previous theoretical discussions, and predicted the estimated outcomes of each model. While maintaining the key properties of the BI as much as possible, which were most commonly addressed in the previous theoretical studies, the models also considered some political and economic aspects of the feasibility when designing them. Therefore, “unconditionality,” the so-called core feature of the Basic Income, was strictly applied, whereas “universality” and “sufficiency” criteria were kept more generously. The first model is called “Social Allowance Model,” which is to provide the BI only to the working age group(aged between 18 and 64) in a universal way. The second model was designed as “Partial Basic Income.” It achieved the true universality, but was still set at a level less than enough to meet sufficiency, thereby leaving intact some of the existing social protection benefits mostly coming from social insurance programs. Instead of calling it “Partial Basic Income,” however, the second model of this study was named “Flat-rate Basic Income Model” to distinguish it from the third model “Differential-rate Basic Income Model.” The third model was based on the Negative Income Tax idea proposed by Milton Friedman, but the operating process is slightly modified in that its provision is extended to all citizens unlike the original NIT proposal. Therefore, to differentiate the third model from the NIT, I named it “Differential-rate Basic Income Model” instead. With these three different BI models, a series of policy effects were predicted and compared. The policy effects of the BI are mostly related to both income redistribution and wok incentive, which the proponents from both left and right equally paid attention to as their policy objectives or expected outcomes. In this context, therefore, the study measured to what extent each model will bring positive or negative effects on society in terms of both the social equity and economic efficiency perspectives. For the analysis, the Korean Household Income and Expenditure Survey data for the second quarter of 2018 was used. The data provide a variety of income and expense information not only at the household level but also at the individual level within household. To predict the BI effects at the individual level, the household-level data were restructured to the 15,182 individual-level data. As for the income redistributive effects, Gini Coefficient, Atkinson Index, Income Share by Quintile, and Lorenz Curve were used as a measurement tool. To estimate to what extent the level of poverty would be alleviated by each of the different BI models, the analysis was based on a variety of relative poverty indices as well as the absolute poverty. As for analysing how the BI affects work incentives among the recipients, this study used the data from the 10th wave of the National Survey of Tax and Benefits. A sample of 7,379 adults aged between 18 and 64, which is considered as the working age population, was extracted from the dataset. Using the discrete-choice model, I simulated what changes might occur in the individual labor supply behaviors. Moreover, since the decision-making of labor supply could vary according to the economic and demographic differences, such as income or sex, I predicted the outcomes based on each different income-level and sex. The main findings of this study are as follows: First, a series of income inequality and poverty indices suggested that BI would be expected to have a more positive impact on both income distribution and poverty than the current social security system. the Differential-rate BI was somewhat more effective in terms of reducing income equality than the Flat-rate BI, although there was not much difference between the two. In addition, poverty in society, estimated by several poverty indices, was reduced under all three BI models. This implies that people would be better off under the BI than the current selective social benefit system. With the Differential-rate BI and Flat-rate BI implemented, almost all of the poverty indices have decreased by more than double, which means poverty in society will, to a large extent, be mitigated. While there appears a big difference between the Flat-rate BI and the Differential-rate BI in terms of the absolute poverty index, little significant difference was found when measured by several relative poverty indices. As for the labor supply effects of the BI, each model has a slightly different effect on the labor supply decision. Overall, however, the negative effects of the BI on work incentives are not as strong as the opponents argued. When examining different income levels, the research shows that the currently unemployed individuals who come from the family with the median household income and above are more likely to become part-time or full-time employees under the three BI models than the current social security system. In contrast, those unemployed from the family with lower than the median household income hardly enter the labor market. Meanwhile, the transition rate of males in employment status from the part-timer to the unemployed is relatively higher under the Social Allowance and the Flat-rate BI. However, the opposite result was expected in the female population; the possibility of changes in employment status from the part-time to the unemployed is higher under those Social Allowance and Flat-rate BI models. However, the likelihood of change in employment status is less than 1 percent in most cases, so the overall results suggest that no mass exodus from the workforce would happen unlike the BI opponents predicted. In sum, the Differential-rate BI produces better results in terms of income equality than the Flat-rate BI, but the differences between the two are very marginal. Regarding work incentives, the most desired model varies, depending on income level or sex. Therefore, it is too early to decide which policy option would be a more viable alternative to the current social protection system in South Korea. It is policy-makers themselves that choose how to design BI, depending on what purpose or which target group they prioritize. Granted, the study has shown that there would be some positive effects of BI on income distribution and poverty reduction with little work disincentive appearing among the recipients. Still, however, implementing the BI has too many obstacles to overcome along the way, such as financing, forming a social consensus, and alleviating a swelling public distrust. In this sense, it is vital to carry out as many empirical studies as possible on the effects of BI, and to make sure that sufficient databases are available to help us form some social consensus on the BI.
