Among the skyscrapers, there are more curtain-wall type buildings, whose construction period is shorter than that of other construction methods and their structure is less complicated. The increased number of large-scale buildings has changed the surrounding environment. Not only the existing physical factors have altered, but also other factors, including sunshine, view and glare are affected. There are legal actions against the reflected sunlight in Korea, yet most of them are lost cases and there are appeals to the Supreme Court. Although there are damages resulting from the reflected sunlight, there is no domestic standard that may quantitatively decide the effect of reflected sunlight. It is difficult to determine the degree of damages caused by the reflected sunlight because it varies according to time, seasons and angles, and there is no clear standard on the degree of glare that people may feel. Thus, there are no specific grounds for objective judgment. The study herein examined legal dispute cases and damages caused by the reflected sunlight in Korea, and analyzed foreign regulations related to inhibition of the reflected sunlight as well as relevant studies. Based on the above, surface luminance of the building outer wall was analyzed according to the reflected sunlight measured on site and its possibility of inducing glare was identified. Additionally, a questionnaire survey was conducted with residents who may be actually exposed to such damages so as to investigate and analyze their perception on glare and the degree of damage. The purpose of this study is to provide basic data that may be utilized to develop evaluating methods for identifying the extent of damages caused by the reflected sunlight and plans for preventing reflections. The study examined the cases of damages caused by the reflected sunlight, legal disputes and research trend, and the site measurement, simulations and survey analysis were performed based on the examination. Then, whether glare occurs owing to the sunlight reflected from high-rise curtain-wall type buildings, the reflection area and necessity of legal regulations were predicted. The study results are as described below. According to the site measurement, glare caused by the sunlight reflected from all high-rise curtain-wall type buildings was found. This may have occurred because of glass or aluminum panels that were applied to all buildings and exterior materials with high reflectivity adopted for the building outer wall. However, the time and impact zones of glare differed according to each building considering the building direction, sun position and neighboring buildings. Therefore, the following 4 items should be considered for more accurate evaluation of the reflected sunlight – evaluation on the direction of buildings in which sunlight is reflected; evaluation on the degree of glare damages; evaluation on the distance and height of buildings damaged by the reflected sunlight; and evaluation on residents living in areas where the reflected sunlight occurs. It is believed that various factors that may trigger glare should be considered and realistic studies on developing evaluating methods that may respond to changes to the distance, angle and sun position as well as the techniques and plans for reducing the damages are required. The study results from the site measurement of reflected sunlight and questionnaire survey herein may be used as a reference for evaluation.
