As a desirable quality of citizens, 'citizenship' means 'disposition', 'character' and 'motives' to actively participate in the public domain to put public interest ahead of individual interests and to improve the community in a better way. In this regard, 'citizenship' can be viewed as based on the morality of overcoming private interests, paying attention to the public good, seeking justice, and participating in the public sector to do so. Through the moral meaning of citizenship, moral education and citizenship education can be seen as a partial overlap rather than an exclusive relationship. In particular, moral education and citizenship education share areas related to public morality. With regard to public morality, the goal of citizenship education in moral subject can be seen as a moral citizen who has a tendency to reflect critically while observing social norms and the competence to practice moral actions to realize common good. The content of citizenship education can be broadly classified as 'knowledge', 'function', 'value' and 'attitude'. The moral subject explores citizenship from an ethical perspective, focusing on the areas of 'value, attitude' and 'social and participatory functions', which have practical and prescriptive meanings in the content areas of citizenship education. Thus, what needs to be dealt with in citizenship education in moral subject is civic virtue as a 'value, attitude and character' and civic competence as a 'social and participatory function'. Therefore, in the moral subject, it should be transformed into a practice-oriented democratic citizenship education so that civic virtues and competencies can be exercised. Secondly, moral textbooks should be changed to ones that guide learners through the process of actively forming civil discourse. It should be comprised of textbooks that guide learners through the process of forming civil discourse based on narratives such as 'moral story making' and reflective approaches that can analyze existing laws and norms from a universal moral point of view. Third, the teaching-learning process should be organized based on debate, but the outcome of the debate should be allowed to lead to actual social participation.
