이 연구는 공공도서관을 건립하고 개관하는 과정에서 새롭게 구축되는 개관장서 구성의 방법론에 대하여 논하고 있다. 최근 지역자치단체 등이 공공도서관을 지속적으로 설립하고 있는 것은 매우 고무적이다. 반면, 도서관의 가장 중요한 요소인 장서구성에 대한 방법론이 정립되어 있지 않아 일선에서는 혼선의 여지가 있다, 이에 따라 이 연구에서는 최근 개관한 10개 공공도서관의 개관장서 구축 사례를 검토하여 장서개발정책 수립, 장서구성기본계획 수립, 개관장서 규모 도출, 그리고 향토자료 구축 방안 등의 측면에서 표준적인 공공도서관 개관장서 구축방안을 모색하고자 하였다.
