본 논문에서는 우리나라의 익사사고의 특징을 분석하고 익사사고를 줄이기 위한 방법에 대하여 검토한다. 우리나라는 바다보다 하천, 호수 등 내륙에서 익사사고가 더 많이 발생하고 있다. 또한 사고 발생시 체계적인 신고 및 구급 활동이 이뤄지고 있으나 사고 예방에 있어서는 관리 인력의 부족, 위험지역에 대한 지속적인 모니터링의 어려움 등의 문제가 있다. 이러한 익사사고 예방 및 관리부족의 문제를 해결하기 위해서는 지자체의 역할이 중요하며, ICT기술을 활용하여 원격으로 위험지역을 감시 및 통제기술의 개발이 효과적이다.

This paper introduces analyzing the feature of drowning accidents in Korea and reviewing the method for reducing it. A lot of drowning accidents happen at inland areas such as lakes and rivers in Korea. Also, when the accident happens, systematic notify and rescue activity are carried out, but in terms of an accident prevention, there are many problems such as lack of management manpower and the difficulty of continuous monitoring about dangerous areas, etc. In order to resolve the problems about prevention of drowning accidents and the lack of the management, the role of the local governments is important, and using the ICT technology, it is effective to make use of monitoring remotely dangerous areas and developing control technology.

본 논문에서는 물놀이 사고에 대한 체계적 관리 방법을 검토하기 위하여 관련 자료를 수집하여 물놀이 사고의 특징을 분석하고, 지자체, 지역재난본부, 소방서 등에 대한 조사를 통하여 파악한 현행 익사사고 관리체계에 대한 실무적 관점에서의 문제와 한계점을 정리하고 현실적인 물놀이 안전 확보를 위한 익사사고 관리방안에 대하여 검토한다.
제안 방법
본 논문에서는 물놀이사고 및 익사사고 관련 자료와 경제지표를 활용하여 사고발생과 사회변화에 대하여 연관 지어 분석하고, 물놀이 사고 발생원인 및 발생장소 등의 특성에 대해서도 살펴보았다. 또한 해외의 익사사고 현황에 대하여도 비교하였다.
대상 데이터
우리나라의 익사사고 발생 특징을 이해하기 위하여 통계청의 사망원인 통계 및 국민안전처의 재난연감 등의 자료를 활용하여 최근 10년간(2006년부터 2015년까지)의 익사사고와 물놀이사고 사망자 변화를 분석 하였다(Fig. 1).
우리나라의 익사사고 발생정도를 알아보기 위하여 WHO에서 조사한 19세 이하에 대한 인구 10만명당 익사사고 사망자 자료를 활용하여 유럽국가와 비교하였다. 한국은 동유럽국가 보다는 사망자 비율은 낮았지만 선진국으로 분류되는 서유럽국가나 북유럽국가 보다는 높은 사망률을 나타냈다.
성능/효과
또한 해외의 익사사고 현황에 대하여도 비교하였다. 그 결과 우리나라의 물놀이 사고를 비롯한 익사사고는 지속적으로 개선되고 있는 것으로 평가되며, 물놀이 사고는 소비지출의 확대 등의 경제활동과 직접적인인 상관성을 갖는 것으로 분석되었다. 또한 해외와 비교하여 빠른 고령화가 진행되고 있어 고령자에 대한 익사사고 대책도 필요한 것으로 검토 되었다.
그 결과 우리나라의 물놀이 사고를 비롯한 익사사고는 지속적으로 개선되고 있는 것으로 평가되며, 물놀이 사고는 소비지출의 확대 등의 경제활동과 직접적인인 상관성을 갖는 것으로 분석되었다. 또한 해외와 비교하여 빠른 고령화가 진행되고 있어 고령자에 대한 익사사고 대책도 필요한 것으로 검토 되었다.
후속연구
즉, 사람들의 소비지출의 증감에 따라서 야외활동양도 변화하는데 그에 따라 물놀이 사고수도 변화하나고 이해된다. 반면 경제성장률은 전체 익사사고 그래프와 2010년 이후부터 증가와 감소가 반대로 나타나는 경향이 나타났는데 경제활동 시간이 증가하여 야외활동 시간이 줄어든 측면도 있지만 단순하게 판단할 수는 없으며 좀 더 다양한 데이터를 활용한 검증과 물놀이 사고 이외의 다른 종류의 야외활동 사고 데이터를 활용하여 추가적인 비교연구가 필요할 것으로 판단된다.
향후연구에서 구체적인 익사사고 사고사례에 대한 상세한 분석과 함께 사람들의 성별, 연령, 행동발달 상태, 인식능력, 휴먼 펙터 등을 고려하여 실질적인 사고 예방 및 대응 효과를 거둘 수 있는 기술 및 시스템 개발에 대하여 검토한다.
