본 연구의 목적은 학교도서관진흥기본계획과 도서관발전종합계획의 연계성을 분석하고, 주요 연계점으로 학교도서관이 교육공동체에 협력할 수 있는 방안을 도출하는 것이다. 연구결과 기본계획과 종합계획 사이에서 18개의 연계점을 발견할 수 있었다. 연계점에서는 관종별 도서관이 교육공동체에 협력해야 하며, 학교도서관이 통로 역할을 해야 한다는 내용을 강조하고 있었다. 학교도서관의 교육공동체 협력 방안으로 관종별 도서관 전문성 강화, 학교도서관 교육과정 설정을 제시하였다.
