인적자원으 로서의 특성에 대한 분석이 필요한 이유는? | 북한이탈주민지원재단(2020)의 「2019 북한이탈주민 정착실 태조사」에 나타난 북한이탈주민 근로자의 근속기간이 3년이상인 경우는 26.7%이고, 평균근속기간은 27.7개월로 남한 근로자 평균근속기간 71개월에 비하여 43.3개월이 낮은 것으로 조사되었다. 그리고 하현선(2016)은 국회예산처에 보고된 북한이탈주민 정착관련 자료를 분석한 결과, 고용지원금의 취업지원이나 미래행복통장과 같은 자산형성지원이 종료되는 국내거주기간 5년 이후에는 상용직 근로자 비율이 58.8%(거주기간 1~5년)에서 50.3%로 하락하는 반면, 고용주(1.0% → 8.1%)나 자영업자(2.0% → 8.1%) 비율이 증가하는 모습이 나타남을 보고하고 있다. 북한이탈주민의 평균근속기간이 2년남짓으로 보통의 남한 근로자들과 차이가 나는 이유가 무엇 일까. |
