In this paper, we investigate the valence proton number, Np, and the valence neutron number, Nn dependences of the lowest excitation natural parity even multipole state in even-even nuclei by employing empirical formulae. The two empirical formulae used in this paper are functions of the mass number (A), the valence proton number (Np), and the valence neutron number (Nn) with 4 parameters. One formula has separate dependences on Np and Nn, and the other formula has a term of NpNn as a product. We show that both formulae can describe essential trends of the lowest excitation energies of all natural parity even multipole states in even-even nuclei. We find that both formulae can fit the experimental data with acceptable acuracy and that the two formulae differ by about 15 %. Therefore, we conclude that Np and Nn are two crucial quantities for determining the excitation energies in even-even nuclei, as widely accepted, but it is not clear that the interaction is between p and n or between the same types of nucleons.
