Various biodiversity legislations and regulatory measures were enacted in early 2000 in response to global and domestic demands on biodiversity conservation. They, however, tend to lack policy consistency and sometimes efficacy, without specific implementation plans. On the other hand, legislative demands for biological resources acquisitions and use have been rapidly growing across the government since late 2000 in response to the potential challenges associated with the Nagoya Protocol, and therefore, measures to adjust institutional competition and overcome conflicts are also in demand. The Biodiversity Act also seems to have instigated some conflicts, for which new policy measures are currently being devised. In this paper, issues including effective implementation of national biodiversity strategy, organizational concerns, integration and management of biodiversity information, post Nagoya Protocol preparations, traditional knowledge protection initiatives, and elimination of biodiversity threats were discussed and key policy factors related with these issues were suggested.
