A closure is provided for a container opening. The opening is defined by a neck extending outwardly from the top of the container. The closure includes a liner cap disposed both interiorly and exteriorly of the neck and defines a central passage. A plug extends across the top of the cap to close off the passage from the exterior. The plug is provided with at least one longitudinal hole.
