An elastic clamping apparatus utilizes an elongated rubber-like member, having a plurality of spaced apart notches disposed along the length of each opposed lateral surface. Imbedded within the length of the elastic member is a fabric-like reinforcement member which is not extensible from the tortuous path in which it occupies when the resilient elastic member is unstretched.
