An annular outer member is freely rotatably mounted around the inner member and has two peripheral slots. The actuator has a cap assembly receiving cavity including a pair of conical recesses adapted to engage the projections. Inwardly extending parts from spaced side portions are adapted to pass through the peripheral slots in the outer member and lodge thereunder to permit rotation of the valve stem.
