A structural arrangement for an embedded and sealed railroad track and a method for its installation to provide a gutter defined along the rails of such a railroad track extending along or across a street or highway with rail tops at pavement level. Rubber filler bodies are held in place along the sides of each rail by retainer strips which lock into place on the filler bodies.
