The valve operating apparatus cycles valves between open and closed positions. The valve operating apparatus includes a trailer for use in towing behind other vehicles, for instance, behind a pickup truck. The trailer includes an engine, pump, battery, reservoir and a bidirectionally oriented motor which is suspended from a telescoping extension bar.
