A water-saving diffuser for which a user perceives a relatively higher flow rate than the actual flow rate includes a hollow barrel for housing an accelerator disk having a plurality of apertures, a distributor disk having a central aperture of a predetermined size, and a chamber ring interposed between the distributor disk and the accelerator disk to define a chamber region therebetween.
