A multi-stage system produces microbubbles in a liquid. A first bubble prcing stage generates bubbles of a first size range. At least one additional bubble producing stage has an inlet positioned in the liquid for capturing bubbles in the first size range. Each additional bubble producing stage terminates in an outlet and includes a pump. Each pump generates a pressure increase between the inlet and its outlet and generates a pressure drop across the respective outlet.
