The catalyst contains at least one doping metal, at least one halogen, at least one noble metal and at least one promoter metal. The doping metals are selected from titanium, zirconium, hafnium, cobalt, nickel, zinc, and the lanthanides and the promoter metals are selected from tin, germanium, indium, gallium, thallium, antimony, lead, rhenium, manganese, chromium, molybdenum and tungsten.
