The outer flexible pipe is sized to permit the insertion and/or removal of the primary flexible pipe during installation and testing of the same and after backfilling of the trench within which the pipe is disposed, the outer flexible tubing partially collapses to engage and prevent relative movement between the two pipes while providing a flow path thereinbetween.
