Disclosed is a fuel cell system and a draining method for the same based on the use of a reformer, a fuel cell, a methanol tank for storing methanol, a water recovery tank for storing water discharged, for example, from the fuel cell, an aqueous methanol solution tank for mixing methanol and water, and a changeover valve connected under the water recovery tank and capable of draining all of water contained in the water recovery tank and a water passage.
