A novel and useful apparatus for delivering an anesthetic locally to the cervical region of a female is provided, wherein the apparatus comprises a ring having a surface and at least one depression on the surface. An anesthetic composition comprising an anesthetic agent and an excipient are placed within the at least one depression.
