An expandable and contractible honeycomb insulating panel is described. The panel is formed by attaching a plurality of adjacent embedded tubular cell units, wherein each embedded tubular cell unit comprises at least one side having multiple layers of material. In this manner, the panel has superior insulating or light blocking capabilities in a volume comparable to a honeycomb panel made of tubular cells having a single layer of material.
