The circuit board of claim 23, wherein said one or more predetermined thermal criteria includes maintaining a surface of said substrate at a temperature above the dew point temperature of the ambient air. 27. The circuit board of claim 17, wherein said substantially resistive material has a resistivity greater than 200 ohm-nanometers at 20 degrees C. 28. The circuit board of claim 17, wherein said substantially resistive material is selected from a group consisting of: a nickel-chromium-iron alloy, a nickel-copper alloy, Lead and Nickel-Phosporous. 29. A circuit board having a temperature sensitive component thereon, comprising: a substrate; and a heat carried by said substrate, said heater comprising one or more planar resistive elements composed of a substantially resistive material; a temperature controller configured to activate and deactivate said heater and said component responsively to a sensed temperature of said component. 30.
