Design specific clamps are structured to be adjustably affixed to said mount and enclose said railings. The tape dispenser as claimed in claim 7, wherein an included angle between a line passing through said stop arm and the center of said roll mount and a plane parallel to said connecting board is within a range of 45 degrees to 135 degrees. 12. The tape dispenser as claimed in claim 11, wherein said included angle is about 90 degrees.
