The apparatus as recited in claim 16 further comprising a bypass valve connected between the refrigerant outlet of the compressor and the inlet of the housing, wherein the bypass valve is operated by the controller. 19. The apparatus as recited in claim 16 wherein the controller controls operation of the compressor. 20. The apparatus as recited in claim 14 wherein the refrigerant is selected from the group consisting of R-11, R-12, R-22, R-123, R-134a, R-401a, R-401b, R-404A, R-408A, R-409A, R-502, and R-717. 21.
