If a starting switch 7 is switched ON when a start enabling signal of a start limiting means 5 and a non-start signal of a start detecting means 6 are in an output condition, the control means 4 puts a starting relay 3 which supplies a starting motor 1 with electricity in the ON-state for a predetermined time, only when the start enabling signal and the non-start signal are in the output condition.
