A catalytic composition and method of making the same in which a catalytic material has an average pore size distribution sufficiently large to substantially prevent capillary condensation.

The method of claim 1, wherein the catalytic material comprises a manganese oxide. 3. The method of claim 2, wherein the catalytic material comprises a non-stoichiometric manganese dioxide. 4. The method of claim 1, wherein the catalytic material comprises MnO(1.5-2.0). 5. The method of claim 1, wherein the catalytic material comprises XMnO(1.5-2.0), wherein X is a metal ion. 6. The method of claim 1, wherein the catalytic material comprises XMnO3,wherein X is a metal ion. 7. The method of claim 1, wherein the catalytic material comprises an alpha-manganese dioxide nominally having a molar ratio of manganese to oxygen of from 1 to 2.
