The first drum is provided with a pair of vanes, each provided with a generally heart-shaped slot around a drum shaft. The orientation of the drum shaft and shape of the slots cause the vanes to extend and retract relative to the inner drum as fluid pressure or mechanical motion rotate the inner drum relative to the outer drum.
