A self-regulating heating device as in claim 1, wherein: said second layer is also PTC material. 3. A self-regulating heating device as in claim 1, wherein: said second layer is NTC material. 4. A self-regulating heating device as in claim 1, wherein: said second layer is ZTC material. 5. A self-regulating heating device as in claim 4, wherein: said second layer of material is low resistivity ZTC material having a resistivity lower than 0.05 ohm-cms. 6. A self-regulating heating device as in claim 1, wherein: said first and second layers and said second electrode are concentric with said first electrode. 7. A self-regulating heating device as in claim 1, wherein: said first electrode is a ground wire. 8. A self-regulating heating device as in claim 1, wherein: said second electrode is a ground wire. 9. A self-regulating heating device as in claim 1, wherein: said second electrode is a braided wire. 10. A self-regulating heating device as in claim 1, wherein: said second electrode is a wrapped wire. 11. A self-regulating heating device as in claim 1, further comprising: an insulation layer. 12. A self regulating heating device for applied voltages above 240 volts, comprising: a first electrode; a second electrode; a first layer of PTC material having a minimum thickness of 0.025 inches interposed between said first electrode and said second electrode; and a second layer of material interposed between said first electrode and said second electrode. 16. A self-regulating heating device as in claim 15, wherein: said second layer is also PTC material. 17. A self-regulating heating device as in claim 15, wherein: said second layer is NTC material. 18. A self-regulating heating device as in claim 15, wherein: said second layer is ZTC material. 19. A self-regulating heating device as in claim 18, wherein: said second layer is low resistivity ZTC material having a resistivity lower than 1.5 ohm-cms. 20. A self-regulating heating device as in claim 15, wherein: said first and second layers and said second electrode are concentric with said first electrode. 21. A self-regulating heating device as in claim 15, wherein: said first electrode is a ground wire. 22. A self-regulating heating device as in claim 15, wherein: said second electrode is a ground wire. 23.
